Anne Arundel County Government is currently hiring for a full-time, permanent Financial Operations Specialist (Program Specialist II) position within the Department of Inspections and Permits.

This is program management support work carrying out assignments in operational programs requiring knowledge of a range of program issues to perform a variety of assignments.

NATURE AND VARIETY OF WORK
  • Work involves responsibility for performing moderately complex projects.
  • Work involves responsibility for utilizing professional accounting knowledge and skills.
  • Work includes balancing accounts and preparing various regular and special accounting reports and extends at times to the development and installation of new or revised systems.
  • Work includes collecting, organizing, maintaining, and analyzing data within the department, ensuring data accuracy and integrity by managing databases, performing data entry, cleaning, validation, and generating reports to support decision-making.
  • Work is performed independently within established policies, procedures, and accounting techniques and is reviewed by superiors through conferences, reports, audits, and internal controls.

  • Review all daily financial transactions of the Department of Inspections and Permits utilizing the Accela LUN (Land Use Navigator) program. Ensures transactions are in the appropriate GL accounts and are accounted for in the Harbor financial system.
  • Reconciles daily internet financial transactions, prepares appropriate reports, troubleshoots transactions when necessary, and prepares monthly journal entries.
  • Manage large-scale permit refund/release program for Permit Center utilizing Oracle Harbor System and the Value Payment System. 
  • Tracks and analyzes departmental revenue, ensuring accurate reporting, identifying trends, preparing reports, and providing insights to improve financial performance.
  • Supervises one or more staff positions and serves as the primary liaison between the Permit Center and Administration, facilitating communication and coordinating operational priorities.
  • Provides backup support for Permit Center phone operations, responding to customer inquiries and directing calls as needed
  • Processes bond releases and transfer of ownership documentation, ensuring accuracy and compliance with applicable regulations and procedures.
  • Reconciles and disburses Home Builder Guaranty Fund payments to the State of Maryland.
  • Coordinates all departmental statistical data for inclusion on Arundel Stat. Work with department managers and supervisors to ensure data provided is relevant to the public. Process end-of-year closing, as well as projections and estimations for future years.
  • Compiles, analyzes, and enters departmental budget data, ensuring accuracy and compliance with established financial procedures 
  • Performs related duties as required.

KNOWLEDGE, ABILITIES, AND SKILLS
  • Considerable knowledge of fiscal operations
  • Knowledge of the principles and practices of public finance administration, and of data processing systems as they apply to the maintenance of accounting records.
  • Ability to prepare, interpret, and evaluate program proposals and modifications.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to analyze and solve a variety of routine accounting and fiscal problems, and to participate in designing and implementing accounting systems and procedures.
  • Ability to attend meetings or perform work at locations outside the office, if necessary.
  • Proficiency in data entry techniques and accuracy in handling large volumes of data. 
  • Knowledge of database systems to query, manipulate, and maintain data. 
  • Ability to interpret data, identify trends, and draw meaningful conclusions. 
  • Meticulous focus on data accuracy and quality control. 
  • Ability to troubleshoot data issues and resolve discrepancies. 

Education: Graduation from an accredited four-year college or university with major coursework in public or business administration or a related field.
Experience:
Two (2) or more years of experience in program management or fiscal operations.

Note: Graduation from an accredited four-year college or university with major coursework in public or business administration or a related field may be substituted on a year-for-year basis with up to four (4) additional years of work experience in program management or fiscal operations for a total of six (6) more years of experience in program management or fiscal operations.

Note: For a University or College outside the United States, the applicant must provide documentation of accreditation and educational equivalency, which can be accomplished through a credential evaluation service.  Applicants with a foreign degree must provide this documentation upon the close of the announcement. An Accredited University or College is the recognition from an accrediting agency that an institution maintains a certain level of educational standards. The U.S. Department of Education maintains a database of accrediting agencies it recognizes for schools within the United States.PREFERENCE WILL BE GIVEN TO APPLICANTS WITH EXPERIENCE IN THE FOLLOWING AREAS:
  1. Intermediate skills in Microsoft Office and Google Suite.
  2. Experience in office and customer service skills.
  3. Experience in financial monitoring and reconciliation.
  4. Supervisory experience.
  5. Experience processing refunds and/or bond releases.
  6. Experience in creating and managing budgets.

Salary : $70,680 - $137,301
