This posting will be used to fill a full-time, Permanent, Engineer III position in the Facilities Engineering Section of the Bureau of Engineering in the Department of Public Works.
 
This is a project management position responsible for managing consultants' and contractors' compliance with quality, schedules, and budgets of assigned capital improvement projects for various User Agencies including Recreation and Parks; Libraries; and Central Services with a focus on projects for Recreation and Parks.
 

NATURE AND VARIETY OF WORK

All projects assigned to Engineer III in this position shall be primarily projects identified in the Recreation and Parks Capital Improvement Projects list. These projects include but are not limited to site development and grading operations for new park development, park redevelopment, trails, pedestrian bridges, sidewalks, stormwater management, and erosion and sediment control.
 
 From here on, this work shall be identified as a "capital improvement project". Work involves responsibility for performing increasingly more difficult engineering duties associated with the planning, budgeting, location, design, construction, maintenance, and operations of capital improvement projects. Work involves the application of thorough engineering knowledge and management skills to ensure assigned projects are completed in compliance with applicable design standards, and federal, state, and County codes and guidelines.
 
 Work is performed within established policies and professional standards and is reviewed through conferences and reports for adherence to schedules, standards, and budgets applicable to the assignment by a higher-level engineer or management official. Work requires considerable interaction with supervision, community representatives, public officials, the general public, regulating agencies, consultants, and contractors.
 
 The complexity of work requires ensuring projects meet time schedules; budgeted appropriations; quality standards and customer satisfaction; and code and permit requirements.
 
 Work requires extensive knowledge of engineering principles and practices, and keeping informed of the latest technological and operational advancements in engineering and project management as it pertains to park development and redevelopment, trails, sidewalks, and parking lots.
 
 Work is performed with considerable independence and minimal guidance from a higher-level supervisor in making technical decisions and is performed in accordance with departmental policies and objectives and professional standards.
 
 Work is primarily sedentary, but at times requires physical effort and exposure to the outside in visiting capital project work sites. Work is evaluated for its timeliness, thoroughness, quality, and effectiveness in managing consultants and contractors within the established budget and schedule.

 Performs the management/oversight of the Design, Construction Management / Inspection (CM/I), and Construction firms for the assigned capital improvement projects, including budgeting, procurement, scheduling, and quality.
 
 Prepares A/E and CM/I scopes of work and expedites the procurements for these services. Participates in the reviews of the designs and ensures compliance with related agreements, standards, and regulatory requirements.
 
 Coordinates the construction bid and award process with the County's Purchasing Office. Oversees the construction phase ensuring the A/E, CM/I, and Contractor are complying with the terms of their respective agreements and the contract documents, especially related to quality, schedule, and budget.
 
 Reviews and if acceptable approves A/E, CM/I, and Contractor invoices.
 
 Drafts related correspondence and maintains project files in accordance with the Department's / Bureau's policies and procedures.
 
 Maintains accurate and current information in the Project Management Database. Conduct site visits as required during the budget development, design, and construction phases of a project.
 
 Identifies and conveys verbally and in writing project-related issues and solutions.
 
 Prepares/revises budgets for assigned projects on an annual basis, justifying any changes in scope, schedule, and/or budget.
 
 Serves on ad-hoc technical review committees and provides recommendations.


KNOWLEDGE, SKILLS AND ABILITIES
 

Thorough knowledge of principles, materials, methods, and practices of engineering emphasized by the assignment such as civil, structural, hydrology, hydraulics, traffic, transportation, environmental, etc. related to projects.
 
 Knowledge of the application and use of computer technology to related engineering analysis, scheduling, budgeting, record keeping, and communicating.
 
 Knowledge of construction code requirements, regulatory permitting, and accepted practices. Knowledge of current stormwater management practices, procedures, and policies.
 
 Knowledge of and adherence to applicable federal, state, and local design standards and permitting.
 
 Knowledge and application of construction methods and practices, easement, and right-of-way negotiations/acquisitions. Ability to plan, coordinate, and oversee the work and activities of the design and construction of projects involving capital project management related to capital improvement projects.
 
 Ability to maintain frequent contacts with engineering / architectural firms to ensure capital projects meet current contract requirements on cost, structure, project design, engineering, schedule, and work. Ability to provide oversight in the review of codes/specifications relating to capital improvement projects.
 
 Ability to supervise the work of consultants contracted to prepare capital improvement project designs, engineering, and specifications for capital improvement projects to include changes, modifications, and additions.
 
 Ability to oversee the work of consultants contracted for the inspection of all construction through each phase, and provide guidance concerning construction materials, change orders, requisitions, schedules, and any changes to be made by the engineering / architectural firms to upgrade efficiency and maintenance of materials or equipment.
 
 Ability to work closely with internal staff and from other departments and outside agencies to ensure an effective working relationship in administering capital improvement projects.
 
 Ability to provide technical engineering support to develop new policies and procedures for new products, methods, and specifications used in capital improvement projects.
 
 Ability to make presentations to community leaders, elected officials, and management on capital improvement projects as they relate to the scope, cost, schedule, environmental and community impact, and citizen concerns.
 
 Ability to maintain records for capital improvement projects in the form of contract files on project budgets and financial activities, procurement services, invoices and payments, bonding, project schedules, technical documents, permit applications, contract specifications, and correspondence.
 
 Ability to manage capital improvement projects.
 
 Ability to perform project management in specific areas related to capital improvement projects, including managing consultant performance, contract requirements, procurement, regulations, and cost estimating.
 
 Ability to understand and interpret technical designs and specifications. Ability to prepare, understand, and interpret contract documents/agreements.
 
 Ability to convey key aspects of technical project characteristics to supervision, regulating agencies, public officials, private section representatives, and citizens.
 
 Ability to recognize and learn changes in engineering technical and regulatory requirements pertaining to the design and construction of capital improvement projects.
 
 Ability to manage multiple projects. Ability to use a personal computer to prepare technical communications and manage technical and management databases.
 
 Ability to tactfully listen and deal with people effectively and equitably.
 
 Ability to work at a desk, chair / attend meetings, and visit existing and/or potential work sites throughout the County.
 
 Ability to establish and maintain effective work relations with colleagues, developers, engineers, architects, contractors, inspectors, and the public.


Education: A bachelor's degree from an accredited four-year college or university with a degree in engineering or a related field.
Experience: Four (4) or more years of  experience in professional engineering work.
Additional Requirements: A valid non-commercial Class C motor vehicle operator's license.

Preference will be given to candidates with the following:


 1.) Professional engineering and project management experience involving the design and construction of capital improvement projects with a focus on Recreation and Parks type projects including but not limited to: trails, ball fields, multi-purpose fields, field lighting, concession stands, tennis courts, basketball courts, bathrooms, offices.
 

2.) Experience and knowledge in facilitating the acquisition of permits and/or approvals from regulating agencies for capital improvement projects with a focus on park development, trails, buildings, sidewalks, and parking lots.


3.) Six (6) years or more experience in professional engineering work.


4.) Preference in civil engineering background.


5.) Some site plan design experience.
