This position announcement will be used to fill a full-time, permanent, Assistant Manager, Safety and Insurance vacancy in the Office of Central Services with Anne Arundel County Government. This is responsible technical and administrative work in the county self-insurance and risk management program.

NATURE AND VARIETY OF WORK

Work involves responsibility for the identification of hazardous conditions and the investigation of injuries and accidents arising from county operations and the development and implementation of programs designed to reduce risk exposure. Work includes responsibility for coordination of the County's commercial insurance policies and self-insurance program. Work is performed with considerable independence in assigned areas of responsibility under the direction and supervision of the program manager. Work is reviewed through conferences and evaluation of loss control programs and activities for results obtained.

Work involves responsibility for managing all insurance and safety issues that may expose the County to litigation or insurance claims, including, but not limited to identifying, evaluating, controlling, and minimizing the County’s exposure to loss or damage to physical assets, fidelity losses, and losses arising out of liability claims. The position coordinates self-insurance funding and commercial policies and leases for County properties, prepares and maintains an inventory of County property, ensuring proper insurance coverage is maintained, notifying carriers of any losses, and assisting in any resulting investigation and settlement.(Note: The duties and responsibilities enumerated in this class specification are for the purpose of determining a common set of minimum qualifications and salary level for all positions in this class. Identifies, plans, develops, and presents instructional materials for safety programs.

Coordinates self-insurance funding and commercial policies and leases for county properties; prepares and maintains an inventory of county property, and ensures proper insurance coverage is maintained; notifies carrier of any losses and assists in any resulting investigation and settlement.

Manages County contracts for Personal Protective Equipment and gear, including safety footwear and prescription protective eyewear.  

Conducts safety inspections to identify potential hazards; prepares and recommends practical solutions to eliminate hazardous conditions.

Conducts ergonomic assessments, investigates workplace accidents, and provides on-site support for County components during MOSH inspections.

Coordinates and assists in the review of vehicle, general liability, and other claims; determines type of investigation required, and proper county action; ensures that injured employees receive full entitlements and claims are finalized.

Maintains records of accidents, injuries, and losses; prepares reports of findings. Responsible for the timely completion and submission of Bureau of Labor Statistics reporting, MOSH reporting, and all appropriate information sharing across County departments.   

Performs related work as required.

KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of the principles of risk management.

Thorough knowledge of the methods, materials, principles, and practices of safety education.

Considerable knowledge of self-insurance programs and practices.

Considerable knowledge of the principles of loss control and of risk exposures common to governmental operations.

Ability to detect hazardous conditions; identify causative factors of accident and injuries; and to make sound recommendations for their correction.

Ability to plan, design, and implement an effective safety program.

Ability to establish and maintain effective working relationships with employees, other county departments, and the public.

Ability to communicate effectively orally and in writing.
  • Graduation from an accredited four-year college or university with major course work in risk management, safety-engineering, or related field
  • One (1) or more years of experience in safety, occupational risk insurance, or a related field
  • A valid non-commercial Class C motor vehicle operator's license
Preference will be given to candidates who possess the following: 
  • Three (3) or more years of professional experience handling and managing litigated claims, including active participation in pre-trials, mediations, and trial preparation.
  • Two (2) or more years of work experience in an accounting or financial capacity.  Acceptable experience includes tasks such as financial data entry, account reconciliation, processing accounts payable/receivable, or preparing financial reports.
  • Three (3) or more years of work experience in claims supervision or acting as a team lead.
Note: This is a Safety Sensitive position and employees in this position are subject to Controlled Dangerous Substance (CDS) and Alcohol testing. 

Salary : $81,975 - $159,236
