This position announcement will be used to fill a full-time, permanent ADA Coordinator (Program Manager) vacancy in the Department of Aging with Anne Arundel County Government. This is professional work in coordinating the various programs in County Government designed to accomplish the implementation of and compliance with the Americans With Disabilities Act (ADA). 

NATURE AND VARIETY OF WORK 

Work in the position of Program Manager involves providing technical background and assistance to ensure that County programs and facilities are in compliance with ADA; to monitor the Capital Budget to ensure that funds are used to provide physical and programmatic accessibility throughout the County; and to provide technical background and assistance in the resolution of complaints concerning compliance with ADA. In addition to ADA, project management of various department initiatives serving older adults and individuals with disabilities. The occupational field of program management work involves directing or carrying out assignments for one or more programs; or providing staff support to a higher-level manager directing a line program or function. 

Responsibility for contract administration is frequently included. The programs generally relate directly to a department's/agency's mission of providing services to County residents. This field of work is distinguished from management-support functions such as personnel, budgeting or other administrative-type tasks which are designed to facilitate the activities of other employees providing direct services. The majority of contacts are with employees in the same or other departments and agencies of the County government, State and Federal agencies, non-profit and private sector organizations. The purposes of the contacts, which normally are of a cooperative nature with both parties working toward mutual goals, are for coordinating or resolving program operating problems. An employee in this class utilizes knowledge of a wide range of program management and subject matter-program principles, techniques, functions, regulations and procedures in planning, organizing, directing and evaluating programs and/or contracts. 

Assignments may also require knowledge of and skill in using computer and automated office technology. The employee independently plans and carries out all aspects of program development, implementation, and evaluation advising higher-level management of program status and achievements. Completed work is reviewed in terms of a program's effectiveness in meeting stated goals and objectives. The employee adapts standard program practices and procedures to meet situations or cases not fully covered by existing guidelines, and recommends modification of current guides. Work outputs affect the social, physical, or economic well being of program participants or recipients of services. The work is primarily sedentary, performed in office environment and presents no significant hazards. Most employees in this class exercise supervisory responsibilities.(Note: The duties and responsibilities enumerated in this class specification are for the purpose of determining a common set of minimum qualifications and salary level for all positions in this class. Review current information and attend training courses to remain aware of new interpretations of the ADA. 
Serve as a liaison between disability advocacy groups and the County to ensure problems are resolved and that disabled individuals receive necessary services. 
Coordinate with County public information personnel to ensure that publications, notices and meetings accommodate individuals with disabilities. 
Work with County departments to ensure that their programs meet construction guidelines under the ADA. 
Train department ADA Liaisons and employees in ADA responsibilities and sensitivity to disability issues. 
Monitor any construction or modifications of County buildings and facilities to ensure compliance with ADA. 
Review facility lease agreements to ensure accessibility in compliance with ADA. 
Advise Office of Personnel and operating departments on cases involving Title I of the ADA. Act as facilitator in complaint resolution under Title II of ADA. 
Monitor ADA funding requests to ensure expenditures are appropriate. 
Manages projects specific to department initiatives serving older adults and individuals with disabilities. 
Performs other duties as required. 

KNOWLEDGE, SKILLS, AND ABILITIES 

Thorough knowledge of the Americans With Disabilities Act (ADA). 
Thorough knowledge of construction, equipment, and workstation modifications which may be employed to provide accessibility and reasonable accommodation to employees and the public. Considerable knowledge of the County Capital Budget process. 
Considerable knowledge of project management. 
Considerable knowledge of existing disability programs, services, activities, and the needs of people with disabilities. 
Ability to facilitate the resolutions of employee grievances and public complaints relative to ADA. 
Ability to establish and maintain effective working relationships with County officials and employees. 
Ability to communicate effectively both verbally and in writing. Skill as a negotiator. Skill as a trainer.Education: Graduation from an accredited four-year college or university
Experience: Four (4) or more years of experience in developing and implementing employer-based compliance and accommodation programs mandated by Federal and State laws, including the Americans With Disabilities Act.Preference will be given to candidates who possess the following: 
-Major college coursework in the social sciences, psychology, human resources or a related field 
-Two (2) or more years of experience in managing Aging and/or Disability Services 
-Two (2) or more years of training experience Experience working in a government environment

Salary : $81,975 - $159,236
