Analytica is seeking a Senior Program Manager to support a federal government client engagement in the Washington, DC metro area. The ideal candidate will have the overall responsibility in overseeing activities in data management with data governance and sharing, data standards, and data quality, to business intelligence with agency-side reporting, and advanced analytics with data scientist research and automation support. The program manager must be comfortable working directly with clients in both a consulting and delivery capacity to tackle complex, enterprise cloud or on-premises software and technology projects.

Responsibilities include (but not limited to): 

  • Responsible for leading overall delivery across a large, enterprise program entailing multiple workstreams and over 50 staff. Ensures exceptional performance, service delivery, adherence to project budgets, schedule, and technical performance

  • Responsible for fostering a deep trusted advisor client relationships, through direct collaboration, meeting participation, and overall engagement with federal staff and SMEs

  • Accountable for contract compliance tracking and reporting under project and program quality surveillance plans

  • Manage Agile and/or Agile SAFe teams, coaching product owner, project leads or PMs, and team on backlog refinement and prioritization. Coaches the team to improve collaboration and self-organization

  • Manage project delivery agile project ceremonies and activities as required, including creating Epic / User stories creation, product and sprint backlog grooming, daily stand-up meetings, JIRA board management, program increment planning, sprint reviews and retrospectives

  • Responsible for serving as hiring manager, including sourcing and interviewing candidates, managing onboarding and off-boarding, personal performance plans, and performance reviews

  • Establish milestones, monitor adherence to master plans and schedules, and identify program problems and obtains solutions, such as allocation of resources or changing contractual specifications

  • Monitor and manage potential risks, challenges and develop effective mitigation strategies

  • Proactively communicate with clients, program team and other stakeholders to our clients succeed.

  • Support developing, implementing, and improving policy, standards, guidance, and direction regarding data use for internal and external purposes, governance and reporting by interpreting statutes, regulations, Office of Personnel Management (OPM) memos, and White House directives.

Basic Qualifications: 

  • Bachelor’s degree in business, technology, liberal arts, or a relevant field; PMP, CSM or relevant Masters Degree strongly preferred

  • At least 10 years project management expertise, with at least 2 years program management experience managing large (30 people), complex software, analytics or data programs experience.

  • Proven ability to organize a team of multiple stakeholders, motivate them to a common goal and communicate effectively on an on-going basis.

  • Excellent written communications skills, developing clear and persuasive analyses and presentations through emails, presentation decks and decision documents.

  • Exceptional leadership and relationship skills; strong partnership, communication and collaboration skills

  • Strong attention to detail and ability to work within time constraints and manage multiple tasks against critical deadlines.

  • Prior technical leadership or project management experience working on data or analytics projects strongly preferred

  • US Citizen with the ability to secure US Federal Security Clearance

  • DHS Clearance preferred.
