Job Summary

This position can be based in either Baltimore, MD, or Philadelphia, PA.

The Deputy Division Engineer (DDE) - Electric Traction (ET) oversees the Safety, Quality, and Productivity performance of multiple sub-Divisions in the Mid-Atlantic Division. This position is responsible for developing near and medium range plans for state of good repair needs on the Division and coordinating the execution of those plans to most efficiently and effectively utilize constrained resources (track usage, force account, equipment, etc.).

Essential Functions

  • Drive continuous improvement in safety performance through direct oversight of field activities, administration of effective efficiency testing, and taking a leadership role in the development of work plans. The successful candidate will lead by example in the safety arena and be a constant presence in the field where and when the work happens.
  • Manage and oversee the Divisions Electric Traction (ET) inspection program(s) to ensure compliance to schedule and regulatory requirements is maintained.
  • Ensure sufficient technical oversight is maintained to all Electric Traction (ET) work across the Division to ensure compliance to standards and specifications and high work quality.
  • Plan and monitor the daily/weekly work plans to ensure proper prioritization of work, efficient utilization of limited resources (track usage, force account, equipment, etc.) to ensure all aspects of the infrastructure meet or exceed current Amtrak standards and comply with all relevant regulatory requirements and standards.
  • Oversee all administrative activities of the sub-Division including, but not limited to, payroll and time-entry management, workforce scheduling, operating and capital budgeting, safety management, inspection scheduling and compliance, etc. The DDE is responsible for ensuring all ADE’s are conducting their planned work in a manner that minimizes unproductive time, TPNW, and overtime as appropriate.
  • In coordination with the System Office and Division Leadership, develop annual operating and capital investment plans that target critical priorities and drive improvement in the safety and reliability of the Division infrastructure.

Minimum Qualifications

  • Bachelor’s Degree or equivalent combination of training, education and relevant experience
  • 9 years of prior relevant experience required
  • Qualified, or capable of qualifying, in MW-1000, NORAC, RWP, AMT-2, and applicable FRA Rules and Regulations

Preferred Qualifications

  • Bachelor’s Degree in a relevant major. (i.e. Engineering) or equivalent combination of training, education and relevant experience
  • 11 years of relevant experience preferred
  • 6 years of relevant leadership experience

Knowledge, Skills, And Abilities

  • Proficient in the Microsoft Office Suite of tools (or equivalent)
  • Knowledge of railroad operations and maintenance/construction processes and procedures
  • Familiarity with Maximo (or similar work and asset management software) and timekeeping solutions employed in a unionized environment
  • Ability to lead and oversee the inspection, testing, maintenance, and construction of Electric Traction (ET) assets in accordance with FRA and/or railroad regulations and policies.
  • Ability to read, understand, and manage to an operating and capital budget

The salary/hourly range is $149,400.00 – $193,644.00 (Target Salary of 161,000). Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
