Principal, Program Manager (Proposal Manager/Earned Value Management System)

Work Schedule
- Flexible Schedule: Employees work 9 days out of every 14, totaling 80 hours per period, with every other Friday off.
Clearance: Must have the ability to obtain a DoD Secret Security Clearance.

Position Summary
The Program Management Excellence (PMX) team is seeking an experienced Program or Proposal Manager well-versed in people, process, and tools best practices within the Aerospace & Defense industry. You will serve as the Subject Matter Expert (SME) for program management execution and the Acoustics System PMX Lead.
Key Responsibilities
- Program Execution & Performance: Drive predictable program execution and own program performance analysis and reporting for the division.
- Baseline Planning: Partner with programs to ensure executable baseline plans regarding cost and schedule.
- Risk & Opportunity (R&O): Drive R&O best practices into execution across all divisional programs.
- Training & Development: Manage division PM training, including the Program Leadership Team (PLT) Certification program, the Program Management (RPM) rotational program, training coordination/instruction, and tracking of training metrics.
- Reviews & Compliance: Organize Gate and Independent Reviews for the division and support various sector and division-level reviews.
- Tool Implementation: Own the implementation of divisional tools, including:
- Common Work Breakdown Structure (CWBS)
- Common Data Matrix (CDM)
- Cobra Standardization
- Opportunity & Risk Register
- Schedule Metrics Analysis & Reporting Tool (SMART)
- Program Health Dashboard (PHD) & Automated Program Review Template (PRT)
- Operational Support: Ensure appropriate PMO staffing for program proposals, baseline activities, and execution.
- Travel: Ability to travel approximately 25% of the time.
Qualifications
- Education: Bachelor’s degree.
- Experience: 12 years of relevant experience, including 10 years of proposal management, program planning, and Earned Value Management System (EVMS) experience.
- Domain Expertise: Proven experience working on Department of Defense (DoD) projects within a Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) environment.
