PMO Department Overview:

The Engineering PMO Department provides Project Management and Contract compliance with structure and oversight that support Ampirical’s engineering teams in delivering high-quality power delivery projects. The department manages proposals, scope, schedule, budget, and risk while ensuring compliance with contractual, regulatory, and industry standards. Serving as a central hub for coordination, communication, and project controls, the PMO drives consistency, accountability, and smooth execution across all engineering projects.

Your Role: Engineering Program Manager

Ampirical's Engineering PMO is seeking an Engineering Program Manager to manage the engineering contract scope for a portfolio of related projects and task orders, typically in the $1M to $5M range, across multiple engineering disciplines. Coordinates scope, schedule, budget, risk, and resources across the portfolio and oversees engineering deliverables to confirm they meet client contract requirements, applicable codes, and the standard of care. Serves as a program-level contact for clients and stakeholders, supports proposal development and contract negotiation, including Master Service Agreements (MSAs), and mentors project managers and engineering staff on program management practices.

What You’ll Do:

  • Manage contract scope, budget, schedule, resources, and risk for a portfolio of multi-discipline engineering projects and task orders; prepare monthly status reports covering scope, risk, schedule, budget, and resources.

  • Develop and maintain engineering budgets (bottom-up with top-down comparison and market value analysis), milestone schedules, and resource plans; align scheduling and performance reporting across projects to program goals.

  • Review and negotiate client, subconsultant, and MSA terms and conditions with the legal team; maintain risk registers; administer milestones, deliverables, and change orders.

  • Oversee engineering deliverables for quality, code compliance, and standard of care; ensure project safety plans, quality assurance plans, and environmental, land use, and permitting requirements are met, including engineering seal requirements.

  • Lead competitive bids and qualifications for multi-discipline proposals, including MSAs; support business development and capture activities for larger opportunities.

  • Serve as the program-level contact for clients and stakeholders; lead meetings, resolve cross-project conflicts, manage expectations, and plan and lead site visits and field coordination as needed.

  • Mentor project managers and engineering staff, support onboarding and training, and promote best practices and lessons learned across projects.

What You Bring:

Minimum Qualifications:

  • 🎓 Bachelor's degree in Engineering, Engineering Technology, or a related field (or PMP in lieu of degree)

  • 📊Minimum 15 years of project management experience in utilities engineering or a closely related technical field
