The Director of Learning and Development will lead the strategic design, implementation, and continuous improvement of learning initiatives that drive technical excellence, leadership capability, and workforce readiness across the organization. This role is critical to building a high-performance culture within a fast-paced semiconductor manufacturing environment. A key responsibility includes identifying, deploying, and managing a scalable Learning Management System (LMS) and certification operating system to support employee development, compliance, and career progression.
Strategic Leadership
- Develop and execute a learning and development strategy aligned with business goals and future workforce needs.
- Partner with business leaders to assess skill gaps and build targeted learning roadmaps for engineering, manufacturing, and support functions.
- Promote a culture of continuous learning, innovation, and operational excellence.
Technology & Systems Implementation
- Lead the selection, implementation, and optimization of a Learning Management System (LMS) and certification tracking platform.
- Ensure systems support compliance, scalability, user experience, and integration with HRIS and other enterprise platforms.
- Establish governance, data integrity, and reporting standards for learning systems.
Certification Management
- Design and manage certification programs for technical roles, safety, compliance, and leadership development.
- Monitor and report certification status, renewal timelines, and progress across departments.
- Ensure alignment with industry standards, regulatory requirements, and internal quality protocols.
Program Development & Delivery
- Oversee the design and delivery of technical training, leadership development, onboarding, and compliance programs.
- Implement blended learning solutions including e-learning, instructor-led training, and on-the-job learning.
- Ensure programs meet regulatory, safety, and quality standards specific to semiconductor manufacturing.
Team & Vendor Management
- Lead a team of instructional designers, trainers, and program managers.
- Manage external vendors and consultants to deliver high-quality learning content and services.
- Build internal capabilities through train-the-trainer programs and peer learning networks.
Measurement & Continuous Improvement
- Use data and analytics to measure program effectiveness, learning impact, and ROI.
- Continuously improve learning offerings based on feedback, performance metrics, and business outcomes.
QUALIFICATIONS:
- Bachelor's degree in Human Resources, Organizational Development, Engineering, or related field (Master's preferred).
- 10 years of experience in learning and development, with at least 5 years in a leadership role.
- Experience in a high-tech or manufacturing environment, preferably semiconductor.
- Proven experience in LMS and certification system selection and implementation.
- Strong understanding of instructional design, adult learning principles, and performance consulting.
- Familiarity with semiconductor manufacturing processes and terminology is desired.
- Experience with LMS platforms (e.g., SuccessFactors, Cornerstone, Workday Learning) is a plus.
- Certification in instructional design, coaching, or learning technologies (e.g., CPLP, ATD, etc.) is preferred.
LOCATION:
This position will be based at the Arizona Tempe and Peoria sites during the Construction phase and will transition to Peoria for management during the Factory Operation phase.
