Position Information

$70,690.00 - $118,100.00 annually

The base salary range represents a good faith salary range for this position. This position is eligible for annual incentive pay and has the opportunity for continued salary growth. Primary Role

The Supt, Lead Service Program is responsible for program leadership for a medium size state or a region within a large / mega state and strategic compliance with EPA regulations related to service line identification and replacement. This role ensures all regulatory milestones, including maintaining accurate service line inventories and achieving annual replacement targets are met, ensuring compliance with EPA regulations for lead service line identification and replacements, and maintaining accurate service line inventories and achieving the annual replacement rate. Oversee contractor and consultant performance and facilitate effective communication between contractors, consultants, and local government to ensure smooth program operations and positive customer relationships. Regularly report on program progress and manage internal resources and team members involved in the lead service program.

Key Accountabilities

  • Ensure full compliance with federal and state lead service line regulations, including LCRR and LCRI across multiple business functions including Operations, Engineering, Water Quality, Contractors, and Consultants
  • Provide regular program updates and reporting to engineering and operations management personnel regarding project status and key compliance deliverables including but not limited to replacement goals, inventory status and metrics, customer communications methods and outreaches, consumer filter deliveries and post replacement sampling
  • Develop workflows and project scopes for service line identification and replacement between operations teams, consultants and contractors based on defined regulatory priorities and budget limitations
  • Guide long-term planning, budgeting, and resource allocation for the lead service program
  • Serve as the primary liaison with local government officials, regulatory agencies, and community stakeholders

Knowledge/Skills

  • Broad knowledge of Water Distribution, Engineering, Project Management and construction management practices
  • Contract administration knowledge required
  • Business acumen and judgment; knowledge of company procedures, policies and operations; knowledge of Change Management methodologies and techniques
  • In-depth knowledge of Microsoft office suite applications including MSWord, Excel, Access and PowerPoint and email management systems (MS Outlook)
  • Knowledge of applicable state and federal regulations. Knowledge of company procedures, policies and operations
  • Knowledge of employee relations, applicable safety and environmental regulations, federal and state water quality and design regulations and technical standards
  • Excellent written and verbal communication skills (e.g., fluency in report writing and presentations)
  • Effective people management skills (e.g., planning, organizing, recruiting, controlling, and leading individual staff and teams)
  • Effective interpersonal skills (e.g., persuasion, negotiation, listening, cooperation, tact, diplomacy, problem solving, internal consulting)
  • Strong project management skills (e.g. planning, organizing, directing, monitoring and reporting on project activities, managing concurrent projects)
  • Leadership presence (e.g., ability to deal effectively and maintain collaborative relationships with Company senior management and other key stakeholders)
  • Ability to be both visionary and strategic in thinking, as well as tactical in executing strategies while anticipating and considering how the business may be impacted by objectives

Experience/Education

  • Bachelor’s degree in environmental or related field. Equivalent role-related work experience in lieu of a degree will be considered
  • 7 with a bachelor’s degree or 13 years’ experience without a bachelor’s degree in related environmental, water quality, operations, engineering, project delivery or program management
  • 1-2 years of experience as a team lead or leading state-wide projects preferred

Travel Requirements

  • Local and occasional regional travel, as needed

Certifications & Licenses

  • Valid Driver’s License

Work Environment

  • Standard indoor office environment with outside field work at job sites and/or customer homes
