Assistant Facility Security Officer (AFSO) / Security Manager

American Technology Solutions International Corporation (ATSI) is seeking an experienced Assistant Facility Security Officer (AFSO) / Security Manager to support and maintain the company’s industrial security program in compliance with U.S. Government and Department of War (DOW) requirements. This role will work closely with the Facility Security Officer (FSO) and leadership to ensure full compliance with the Defense Counterintelligence and Security Agency (DCSA) and the National Industrial Security Program Operating Manual (NISPOM). The position also includes on-site security oversight and facility management responsibilities at the company’s Lexington Park, MD location.

Key Responsibilities

• Support the FSO in administering and maintaining the company’s industrial security program in compliance with NISPOM and DCSA requirements
• Manage personnel security actions within DISS, including clearance processing, indoctrinations, debriefings, and visit requests
• Utilize NBIS for initiating and tracking background investigations
• Maintain facility clearance records and oversee facility-related actions within NISS
• Prepare, review, and manage DD Form 254s in coordination with government customers and program teams
• Coordinate and support DCSA security reviews, vulnerability assessments, and inspections, including corrective action tracking and reporting
• Process and manage SCI nomination packages and coordinate indoctrinations as required
• Conduct NATO briefings and manage foreign travel and foreign contact reporting requirements
• Administer and track annual security training requirements, including insider threat, OPSEC, and general security awareness training
• Issue, track, and manage employee and visitor badges, ensuring proper access control procedures are followed
• Maintain compliance with insider threat program requirements and support related reporting and training initiatives
• Develop and maintain security policies, SOPs, and internal procedures
• Provide guidance to employees and leadership on security requirements, procedures, and best practices
• Support audits, self-inspections, and continuous monitoring efforts to ensure ongoing compliance

• Active Top-Secret clearance
• 3–7 years of experience supporting industrial security programs within a cleared contractor environment
• Demonstrated experience with DISS, NBIS, and NISS
• Strong working knowledge of NISPOM and DCSA guidance
• Experience supporting DCSA inspections
• Experience with physical security, access control systems, and badge management
• Familiarity with SCI processes, NATO requirements, and DD254 management
• Strong organizational skills with the ability to manage multiple priorities and deadlines
• Excellent written and verbal communication skills

Preferred Qualifications

• Experience serving as an AFSO or FSO in a cleared facility
• Completion of relevant DCSA Center for Development of Security Excellence (CDSE) courses or certifications for possessing facilities
• Experience supporting DOW or Navy programs
• Knowledge of insider threat program requirements and implementation

Position Location: Lexington Park, MD (Work Schedule: Monday through Friday)
