Position Summary

The Paralegal position with APCIA will provide junior level, technical and research support for APCIA’s SVP, General Counsel & Corporate Secretary and Vice President, Compliance Counsel, as well as, other in-house attorneys in the areas of lobbying and campaign finance compliance.
 
Initiate and timely execute compliance and filing activities, which includes proficiency in lobbying registration and filing requirements, in all 52 U.S. jurisdictions and monitor changes in all such requirements.

Draft legal memos, perform ad hoc legal research and other legal support work for APCIA’s in-house attorneys and in response to member inquiries and in connection with APCIA’s priority Strategic Goals.
 
Principal Responsibilities:

  • Prepare and file lobbying and campaign finance (may include political action committee) registrations and reports; maintain records retention databases; monitor changes in laws and regulations and support APCIA's implementation; and perform related ad hoc research under supervision of the Vice President, Compliance Counsel and direction of the Manager, Corporate and Political Compliance Reporting.
  • Participate in meeting legal department objectives and provide paralegal support to all department attorneys.
  • Draft assigned litigation bulletins that accurately reflect underlying court decisions and identify issues of concern for member companies.
  • Assist in tracking litigation bulletins and updating the litigation bulletin tracking chart.
  • Research and draft written updates for a variety of 50 state compilations of insurance law and other ad hoc issues as assigned.
  • Perform assigned legal research of documents, caselaw, statutes, regulations, or other sources of fact and/or law regarding a variety of complex topics, independently identifying related sources.
  • Independently determine the organizational approach for documenting completed research as well as the format in which results are reported (e.g., research memo, chart, table, slides) unless format is otherwise specified by the requestor for use by legal team, internal APCIA colleagues and/or members.
  • Assist the paralegal managing APCIA’s CLE program in the maintenance of accurate records of CLE attendance and issued CLE certificates for member company attendees of qualifying APCIA programs. Organize and file CLE certificates according to state requirements and internal procedures.
  • Assist in monitoring the Compliance and DDC inbox established to serve as repositories for regular and third-party demands, identify emails requiring action by APCIA and or ISS and ensure all APCIA attorneys and staff with a need to know are informed.
  • Assist in the planning of the National General Counsel Conference. Independently perform assigned tasks to help ensure successful execution of the conference each year.

Additional Responsibilities:

  • Support APCIA VP, Compliance Counsel and Manager Corporate and Political Compliance Reporting on compliance matters; develop compliance expertise and assist with assigned APCIA lobbying registrations, filings, and other assigned tasks. 
  • Support Member Relations team by preparing charts and compilations, as assigned.
  • Respond to member inquiries.
  • Actively participate in Legal Department meetings and other organizational meetings.
  • Participate in appropriate HR, technology, antitrust and other trainings.


Qualifications:

Education: Undergraduate degree. Certificate in paralegal studies preferred.

Experience

  • 3-5 years paralegal experience with increasing responsibility.
  • Basic accounting and auditing experience.
  • Basic working knowledge of AI tools & experience to review for accuracy and correctness.
  • Experience in responding to state agencies and regulatory requests.
  • One year of responsible, non-paralegal experience may be substituted for 1 year of paralegal experience.
  • Work product is subject to review by a supervising attorney as appropriate or as may be required by law or regulation.

Required Skills and Abilities

  • Proficiency in using Microsoft Office applications, Lexis, and Westlaw and SERFF.
  • Research, writing, and verbal communication skills appropriate for a paralegal with 3 years’ experience coupled with an ability to interpret and explain case law, statutes, and regulations to others, including non-lawyers.
  • Ability to move between projects quickly and meet filing deadlines.
  • Ability to work independently with limited daily supervision. 
  • Strong organizational and time management skills.
  • Familiarity with the legislative and administrative process and state regulatory filings.
  • Discretion and professionalism in handling confidential information. 

Extra Credit for the following:

  • Knowledge of relevant state/federal regulatory processes and the property/casualty insurance industry broadly.

Salary : $80,000 - $85,000
