Position Summary

The position is responsible for serving as a lead policy, advocacy and technical resource for the American Chemistry Council’s (ACC) global regulatory advocacy efforts. The position is responsible for supporting ACC’s international chemical management and trade advocacy, including a focus on ACC’s advocacy related to global chemical management and science policy regulatory and the implementation of international chemical management agreements. The position reports to the Director, Global Affairs. 

Major Duties and Responsibilities 

  • Leads ACC’s Regulatory Advocacy and Information Network (RAIN), including developing a working knowledge of ACC’s priorities, policy positions and technical processes related to global advocacy directed at national governments and intergovernmental bodies managing chemical management related activities. 
  • Monitors, analyzes and tracks emerging issues, developments and trends on related chemicals policy, regulatory initiatives and trade policy issues.  
  • Develops and implements a comprehensive global strategy through RAIN for ACC’s international engagement at the country level, aligned with ACC’s overarching priorities.
  • Develops, manages, and sustains appropriate relationships with the offices in the U.S. government, including but not limited to the Departments of State and Commerce, and the U.S. Environmental Protection Agency.
  • Supports ACC’s global advocacy by:  
    1. Establishing working relationships with member company and national association representatives engaged in RAIN.
    2. Developing and implementing appropriate advocacy strategies and projects on chemical management related regulatory issues, international trade issues, and other critical science and health issues.
    3. Reviewing and providing technical comments on global chemicals management proposals, as appropriate.
    4. Managing the RAIN portfolio of issues and activities, including advocacy planning and execution.

 

  • Prepares technical and policy materials to support ACC’s global advocacy goals and objectives.
  • Represents ACC before a broad range of outside stakeholders, builds and maintains strong working relationships with technical and policy experts, credible third parties, key staff in academic and research entities, regulatory and intergovernmental agencies, and other domestic and foreign trade associations.
  • Coordinates, where relevant, technical, policy and regulatory support on international chemicals management activities in support of other ACC divisions and departments, including product- and sector-specific groups.
  • Identifies and engages other Regulatory & Scientific Affairs staff, and those of other ACC departments, as appropriate to understand and respond to the needs of ACC member companies and ACC’s advocacy partners relevant to key advocacy issues being addressed at the global level. 
  • Supports the Director and the Regulatory & Scientific Affairs Department in identifying new issues, advocacy priorities, tactics, and strategies that could be advanced through ACC’s global affairs capacity.  
  • Provides timely assessment and summaries of global chemicals management related regulatory and trade proposals, and then drafts and coordinates the development of ACC comments and advocacy on those proposals.
    • Performs other duties as assigned.

 Qualifications/Requirements

Required

  • Bachelor’s degree.  
  • Five years’ experience in government advocacy or policy development.
  • Relevant experience in a technical, scientific, legal, or policy field.
  • Proven ability to work in a team environment.
  • Demonstrated working knowledge of federal, state, or international chemical regulation or trade policy issues.
  • Strong written and oral communications skills, including an ability to give both internal and external presentations.
  • Ability to cultivate and manage high-quality relationships with stakeholders and government agency personnel.
  • Ability to work independently on a variety of complex matters simultaneously.
  • Demonstrated ability to understand regulatory/legislative issues and their possible impact on the business of chemistry and industries that use the products of chemistry.  

Preferred

  • Advanced degree(s) in international relations, law, or environmental policy.
  • Previous experience in chemistry, the chemical industry, or related industries.
  • Sound understanding of cross-cultural diplomacy and an ability to tailor ACC’s advocacy to the needs of different audiences and stakeholders.

Salary : $106,050 - $127,260
