Sr. Regional Enviro Engineer -Water Compliance, AWS Environmental Team

Description

As a Regional Environmental Engineer (REE) specializing in water compliance, you will support water-related environmental compliance at AWS data centers. You will provide technical expertise in permitting and compliance across National Pollutant Discharge Elimination System (NPDES), Significant Industrial User (SIU) discharge, potable water systems, groundwater wells, onsite wastewater treatment systems, stormwater, and water-quality monitoring and reporting. You will evaluate existing and proposed infrastructure, develop scalable compliance programs and technical standards, monitor environmental performance, and partner with design, construction, operations, and other stakeholders to incorporate water-related regulatory requirements into site design and operation.

Key job responsibilities

• Lead water compliance programs for water supply and discharge across US data center locations
• Develop and maintain the water compliance program that guides how sites and REEs obtain, renew, modify, interpret, and implement NPDES and other water discharge permits under the Clean Water Act, 40 CFR Part 122, and applicable state regulations, and translate effluent limitations, monitoring, operating, reporting, and notification requirements into site-level compliance programs
• Provide guidance on evaluating regulatory applicability and permitting requirements for new sites, expansions, operational changes, and new or modified discharges
• Provide guidance on evaluating industrial wastewater and stormwater permitting and compliance, including federal pretreatment under 40 CFR Part 403, local sewer-use ordinances, POTW requirements, pollution-prevention plans, inspections, best management practices, monitoring, and reporting
• Provide technical guidance on potable water systems and onsite wastewater systems, including design, operation, monitoring, and compliance under applicable drinking-water and septic requirements
• Develop standard templates and technical guidance for water-quality sampling and monitoring plans, review site plans, and set standards for sampling equipment, monitoring systems, and analytical methods under 40 CFR Part 136
• Evaluate water and wastewater treatment processes, system performance, waste-stream characterization, water balances, and discharge pathways to determine permitting and compliance implications
• Build the mechanisms, dashboards, and metrics that track water-quality data, lab reports, DMRs, and compliance performance, and support sites in identifying trends, exceedances, corrective actions, and forecasting across sites
• Read and evaluate engineering plans, process-flow diagrams, P&IDs, and specifications, and partner with design, engineering, construction, and operations teams to build water-related controls into current and future designs early
• Clearly communicate the technical and regulatory basis for environmental requirements and influence partner teams to implement compliant, practical, and scalable solutions
• Set the standards and oversight mechanisms that keep work by employees, contractors, and consultants aligned with applicable environmental requirements and Amazon standards
• Support REEs and sites in their interactions with regulatory agencies, utilities, POTWs, consultants, and contractors, and engage directly on program-level matters
• Support time-critical regulatory notifications, permit applications, and monitoring reports, and support emergency response planning and incident investigations, including root causes and corrective and preventive actions
• Develop and deliver water compliance training for relevant staff
• Stay current with evolving water regulations and industry best practices for domestic and non-contact cooling, particularly in the data center sector

The AWS Environmental is a team of professionals responsible for the environmental planning, delivery, and operational compliance of all AWS global infrastructure projects.

Basic Qualifications

• Experience reading and writing procedures, technical documents, and engineering drawings
• Bachelor's degree in engineering, environmental science, chemistry, or a related technical field.
• Experience with NPDES and industrial wastewater permitting and compliance, including interpreting effluent limitations, sampling/monitoring requirements, reporting obligations, and noncompliance notification requirements under the Clean Water Act, 40 CFR Part 122, and federal pretreatment requirements under 40 CFR Part 403, and applicable state or local regulatory programs.
• Experience developing or implementing water-quality sampling and monitoring programs, including sampling plans, sampling locations, analytical parameters and methods, sampling equipment, laboratory coordination, and data evaluation.
  
  

Preferred Qualifications

• Master's degree in engineering or equivalent.
• Experience supporting water compliance across multiple facilities, jurisdictions, or regulatory programs, and with public water system requirements under the Safe Drinking Water Act, 40 CFR Part 141, and applicable state drinking-water programs.
• Working knowledge of potable water and septic/onsite wastewater treatment systems, including their design, operation, monitoring, and regulatory compliance.
• Experience with industrial wastewater treatment, pretreatment systems, publicly owned treatment works, and local industrial-user permits, including evaluating the design and operation of water and wastewater treatment, conveyance, storage, sampling, and monitoring systems.
• Experience reviewing civil, mechanical, plumbing, and process designs for water-related regulatory and permit compliance.
• Experience developing scalable environmental standards, procedures, tools, or compliance mechanisms for use across multiple sites, and managing multiple technically complex projects and regulatory deadlines in a fast-paced environment.
• Strong analytical, technical-writing, communication, relationship-building, influencing, and negotiation skills.

The base salary range for this position is listed below. Your Amazon package will include sign-on payments and restricted stock units (RSUs). Final compensation will be determined based on factors including experience, qualifications, and location.
