What are the responsibilities and job description for the Foster Care Homes Director position at Amarillo Children's Home?

The Foster Care Homes Director will oversee all aspects of a Child Placing Agency (CPA) program where ACH will recruit and license foster care families in the community. The Foster Care Homes Director provides direct support and supervision of foster care families and staff. Job duties include but are not limited to:

  • Develops and implements a foster care and adoption recruitment plan including purpose, specific goals, plan of action with timeline, and estimated costs
  • Oversees foster family licensing, training, and development
  • Assures that all foster families meet ACH guidelines for initial and annual reassessment
  • Develops and implements foster parent retention activities with input and assistance of other staff
  • Develops and maintains relationships with referring agencies, DFPS, JJA, and others, assessing their needs for foster care placements and keeping them informed of progress
  • Develops and implements foster care program budget
  • Completes written documentation of training for prospective foster families
  • Develops a support system and resources for prospective resource families and assist them in utilizing those supports
  • Participates in team meetings, sharing pertinent information regarding recruitment and resource development
  • Determine, implement, and train all key stakeholders in program’s treatment model
  • Directly supervises FCH staff
  • Participates in scheduling, employee evaluations, performance improvement, and resolves staff conflicts
  • Provides leadership for staff, including team meetings, case consultations and evaluations.
  • Monitors overall client and foster parent satisfaction of program and evaluates for performance improvement.  Advises Executive Director of the findings
  • Liaison with DFPS, courts, schools, providers, and communities, keeping them informed of the Foster Care program
  • Leads, organizes, and oversees monthly foster parent support group with assistance of staff
  • Develops and implements effective, regular communications with foster parents through various means, such as monthly foster parent newsletters.
  • Develops and monitors corrective action and partnership development plans with foster parents when they are out of compliance or need growth in specific areas
  • Provides case management services and fills in for other staff as needed
  • Completes written documentation in staff, client, and foster family files in a concise and timely manner
  • Reports and assures staff report critical incidents to DFPS as mandated by minimum standards, ACH policies and procedures, and other regulatory entities’ reporting requirements.

Minimum Education & Licensure/Certification Requirements:

  • Must hold a Child-Placing Agency Administrator License (CPAAL). If not already licensed, must meet minimum requirements to obtain such a license and meet subsequent renewal requirements:
  • Bachelor’s degree required, preferably in a social work or related field from an accredited college or university.
  • Prefer master’s degree in social work or human services field from an accredited college or university.

Minimum Experience & Other Requirements:

  • 2 years’ experience in a child placement agency, including supervisory experience.
  • Must be a minimum of 21 years of age.
  • Must have no disqualifying criminal history and be able to clear a thorough criminal and background check that may include submitting to an FBI fingerprint check and any background checks deemed to be necessary.
  • Hold a valid Driver’s License and have an acceptable driving record.
  • Must submit to and pass a drug test.
  • Demonstrate a desire and ability to teach youth.
  • Ability to model appropriate behaviors, morals and the judgment required to work with a large number of youth in a responsible manner.
  • Must be willing to support the mission of ACH and the “ACH Statement of Faith,” a copy of which can be found on the ACH website at https://amarillochildrenshome.org/mission and is also available from ACH administrative staff on request
  • Per TDFPS Minimum Standards for General Residential Operations, Sec. 748.505, “Must be a physically, mentally and emotionally healthy adult with the knowledge, skills and ability to do the tasks in the job description, and have no health or behavioral issues that present a danger to children in care.”
  • Be able to read, write and communicate with others involved in the child-care process.
