Primary Purpose:

The Learning Leader (District Coach) partners with district and campus leaders to evaluate instructional systems, strengthen leadership practices, and implement high-quality instructional materials through a coherent, research-based framework in math and/or RLA. This role provides targeted technical assistance, professional development, and leadership coaching to support the design of instructional frameworks, implementation plans, and monitoring systems. Grounded in analysis of student, campus, and district data, this work builds leader capacity, strengthens instructional alignment, and drives continuous improvement to meet both LEA and ESC accountability goals. The District Coach also develops, supports, and coaches internal Campus Coaches to ensure consistent, high-quality implementation across campuses.

 

Qualifications:

 

Education/Certification

  • Master’s degree required
  • Texas teaching certification required
  • Texas principal certification preferred
  • Instructional leadership experience required

 

Skills

  • Campus, district and/or ESC system-level leadership experience required
  • Experience coaching district-level leaders (e.g., principal supervisors, curriculum directors) preferred
  • Demonstrated experience implementing HQIM and supporting leaders in systems-level instructional improvement preferred
  • Skilled in researching, analyzing, and interpreting multiple data sources, with the ability to communicate findings to diverse audiences required
  • Strong leadership, organization, planning, communication, and relationship-building skills required
  • Experience managing and developing multi-year initiatives with stakeholder coordination preferred
  • Experience in accelerated learning and job-embedded professional development preferred

 

Working Conditions:

  • Tools/Equipment Used: Standard office equipment, including a personal computer and peripherals
  • Posture: Must be physically able to tolerate prolonged sitting, frequent standing; occasional bending/stooping, pushing/pulling, twisting, and standing
  • Motion: Must be physically able to tolerate frequent standing and walking, repetitive hand motions, frequent keyboarding and use of a mouse; occasional reaching, occasional driving
  • Lifting: Must be physically able to tolerate regular light lifting and carrying (less than 15 pounds); may require occasional heavy lifting and carrying (45 pounds or more)
  • Environment: Must be physically able to work inside; tolerate frequent districtwide travel and occasional statewide travel; regular exposure to noise
  • Mental Demands: Must be able to work with frequent interruptions; maintain emotional control under stress; work prolonged or irregular hours on occasion
  • Regular Attendance is an essential function

Major Responsibilities and Duties:

  1. Supports district-level leaders (including curriculum directors, principal supervisors, and executive leadership) in developing, refining, and implementing instructional frameworks, leadership systems, and HQIM implementation plans aligned to district goals
  2. Guides district leaders in creating, monitoring, and refining multi-year action plans for HQIM, leadership coaching systems, and instructional routines, ensuring alignment with grant requirements and district goals.
  3. Provides ongoing leadership coaching grounded in data, artifacts, and observations to build district leaders’ capacity to monitor instruction, support campus leaders, and drive continuous improvement
  4. Provides training, implementation support, and individualized coaching to internal Region 16 Campus Coaches to ensure consistent, high-quality support for campus leaders and teachers across districts
  5. Works with district and campus leadership, instructional coaches, and Region 16 Campus Coaches to align instructional priorities, establish shared expectations, and coordinate implementation of HQIM and leadership systems.
  6. Designs and facilitates professional learning to district and campus leadership that builds leader knowledge of effective instructional systems, HQIM design principles, and practices that support strong teaching and learning.
  7. Leads or supports diagnostic processes, including instructional systems reviews, HQIM readiness assessments, and data analysis to identify strengths, gaps, and priorities for district and campus support.
  8. Collects and analyzes qualitative and quantitative data to assess implementation fidelity, leader development, and instructional impact; collaborates with district leaders and Region 16 Campus Coaches to adjust strategies as needed.
  9. Supports district and campus leaders in developing systems, routines, and internal expertise that ensure instructional and leadership practices continue beyond the life of grant-funded support.
  10. Creates ongoing collegial relationships with customers
  11. Travels as a part of job responsibilities
  12. Maintains a functioning cell phone and is accessible through this phone as deemed appropriate by the director. A functioning cell phone means that it is charged, activated, messages checked, and mailbox emptied regularly
  13. Reports for work ready to perform responsibilities both at the ESC and remotely
  14. Performs duties that directly and/or indirectly impact student performance in Region 16
  15. Maintains a professional level of confidentiality regarding all ESC matters
  16. Supports the ESC Manifesto: mission, goals, and objectives of the ESC strategic plan
  17. Upholds and adheres to safety rules and policies of the ESC safety program
  18. Performs professional responsibilities as required by ESC policies, processes, and procedures (e.g., technical assistance, time and effort, etc.)
  19. Manages time, calendar, and job responsibilities to meet deadlines
  20. Meets proficiency levels of required technology skills as outlined by supervisor
  21. Incorporates appropriate technology in daily work and exhibits continual growth in technologies as outlined by supervisor
  22. Performs other duties as assigned
