QA Project Manager – Semiconductor Manufacturing Facility Construction

Position Summary

We are seeking an experienced QA Project Manager to lead and oversee quality assurance and quality management activities for a large-scale semiconductor manufacturing facility construction project in Boise, Idaho. The QA Project Manager will be responsible for establishing, implementing, and maintaining the project quality program across engineering, procurement, construction, commissioning, and turnover activities.

This role will work closely with the owner, EPC/EPCM partners, general contractors, subcontractors, design teams, vendors, and commissioning teams to ensure that project work is executed in accordance with contract requirements, approved design documents, applicable codes and standards, and established quality procedures.

The ideal candidate will have significant experience managing quality on complex industrial, advanced manufacturing, semiconductor, pharmaceutical, data center, or other highly regulated/high-tech construction projects.


Key Responsibilities


Quality Management & Project Oversight

  • Develop, implement, and maintain the project-specific Quality Assurance/Quality Control (QA/QC) Plan and associated procedures.
  • Establish project quality objectives, metrics, processes, and performance standards.
  • Lead implementation of the project Quality Management System throughout the construction lifecycle.
  • Ensure construction activities comply with approved drawings, specifications, codes, standards, contract requirements, and quality procedures.
  • Provide leadership and direction to project quality personnel, inspectors, and quality control teams.
  • Establish clear roles, responsibilities, inspection requirements, and quality expectations for contractors and subcontractors.
  • Monitor overall project quality performance and identify trends, risks, and opportunities for improvement.


Construction Quality Assurance

  • Oversee quality activities associated with site development, structural systems, architectural work, mechanical systems, electrical systems, process utilities, cleanroom construction, and specialty semiconductor manufacturing systems.
  • Review and approve contractor Quality Control Plans, Inspection & Test Plans (ITPs), inspection procedures, and quality documentation.
  • Ensure appropriate inspection and testing requirements are established before work begins.
  • Coordinate inspection and testing activities with construction management, engineering, commissioning, and project controls teams.
  • Verify that required inspections, testing, documentation, and approvals are completed prior to progressing to subsequent construction activities.
  • Participate in construction inspections, quality walks, and critical installation reviews.
  • Support quality oversight of critical systems such as HVAC, electrical distribution, process piping, plumbing, controls, fire protection, and specialty/process utility systems.


Nonconformance & Corrective Action

  • Establish and manage the project Nonconformance Report (NCR) process.
  • Ensure quality deficiencies are properly documented, evaluated, dispositioned, corrected, and closed.
  • Lead root-cause analysis and corrective/preventive action initiatives for significant quality issues.
  • Track recurring deficiencies and develop strategies to prevent rework and repeat failures.
  • Monitor contractor corrective actions and ensure timely closure of outstanding quality issues.
  • Escalate significant quality risks to project leadership and the owner as appropriate.


Documentation & Turnover

  • Establish quality documentation requirements for project turnover and closeout.
  • Oversee development and maintenance of quality records, inspection reports, test results, material certifications, weld documentation, equipment records, and other turnover documentation.
  • Coordinate with commissioning and startup teams to ensure quality documentation supports system turnover.
  • Ensure final quality dossiers and turnover packages are complete, accurate, traceable, and delivered in accordance with project requirements.
  • Support punch-list management and final quality acceptance activities.


Audits & Compliance

  • Develop and execute project quality audit plans.
  • Conduct and/or coordinate audits of contractors, subcontractors, suppliers, and project processes.
  • Verify compliance with project procedures, contract requirements, applicable building codes, industry standards, and regulatory requirements.
  • Participate in supplier and fabrication facility audits when required.
  • Maintain audit findings and corrective-action tracking through closure.


Stakeholder Management

  • Serve as the primary quality interface between the owner, construction management team, contractors, subcontractors, design teams, vendors, commissioning teams, and project leadership.
  • Lead quality meetings and communicate project quality performance, risks, trends, and corrective actions.
  • Prepare regular quality reports and dashboards for project leadership.
  • Provide quality input into project planning, schedule development, procurement, construction sequencing, and commissioning strategies.
  • Promote a proactive "right first time" quality culture across the project.


Semiconductor / Advanced Manufacturing Focus

The QA Project Manager will be expected to understand the heightened quality requirements associated with semiconductor manufacturing facilities, including the importance of contamination control, system reliability, precision installation, documentation traceability, and stringent turnover requirements.


Experience with some or all of the following is highly desirable:

  • Semiconductor fabrication facilities and cleanroom environments
  • Process cooling water and chilled water systems
  • Ultra-pure water (UPW) systems
  • Process gases and specialty gases
  • Chemical distribution systems
  • High-purity process piping
  • HVAC and environmental control systems
  • Electrical distribution and critical power systems
  • Controls and building management systems
  • Cleanroom construction and certification
  • Equipment installation and tool hook-up
  • Commissioning, qualification, and turnover
  • Advanced manufacturing or other mission-critical facilities


Qualifications

  • Bachelor's degree in Construction Management, Engineering, Quality Management, or a related discipline; equivalent experience may be considered.
  • 8 years of construction quality experience, with demonstrated responsibility for quality management on large, complex projects.
  • 3 years in a project-level QA/QC management role.
  • Experience working on major industrial, manufacturing, semiconductor, data center, pharmaceutical, or other technically complex construction projects.
  • Strong knowledge of construction quality management principles, inspection practices, and quality documentation.
  • Demonstrated experience managing NCRs, corrective actions, audits, ITPs, and quality reporting.
  • Ability to interpret construction drawings, specifications, schedules, and contract requirements.
  • Strong understanding of applicable construction codes, standards, and industry practices.
  • Excellent communication, leadership, organizational, and problem-solving skills.
  • Ability to work effectively in a fast-paced, highly collaborative construction environment.


Preferred

  • Experience on semiconductor fabrication or advanced manufacturing facility projects.
  • Experience with major capital projects valued at $500M .
  • ASQ, PMI, CMAA, or other relevant professional certification.
  • Certified Quality Auditor (CQA), Certified Quality Engineer (CQE), or comparable certification.
  • OSHA 30 or equivalent construction safety training.
  • Experience with commissioning and integrated systems turnover.
  • Familiarity with ISO 9001 quality management principles.
  • Experience using Procore, Autodesk Construction Cloud, Bluebeam, BIM platforms, or similar construction/project management systems.

Work Environment

This position is based primarily at the Boise, Idaho construction site and will require regular presence in active construction areas. The role may involve extended periods in the field, including exposure to construction equipment, elevated noise levels, varying weather conditions, and active work zones.

The successful candidate must be comfortable balancing field-level quality oversight with project-level management, reporting, and coordination responsibilities.
