AFS is looking for a Regional Director to join the team and oversee the delivery of quality treatment services to AFS mental health, social service, therapeutic foster and adoption programs throughout San Francisco Bay Area.
The Regional Director has the overall responsibility for overseeing all of the Medi-Cal funded programs in their region (i.e., outpatient mental health, rehabilitative services, and therapeutic visitation/reunification): in addition supervises the program management staff that provides service delivery to Human Service Agency, behavioral health and other social service and public agencies serving children and families. The Regional Director is responsible for the quality, direction, and consistency of the program’s services and is responsible for the development, implementation, and evaluation of the following programs: casework, intake, educational and vocational services, foster parent training, staff development, foster parent recruitment, mental health services, enhance case management, 4E training, PPC, adoptions and all services to children and families. The Regional Director manages a blended service model and funding streams. They also serves in the community as a representative of the agency at large and develop partnership with AFS funders/counties in their region. The Regional Director has a solid understanding of case management and family systems and has experience in administrative management within public social service, mental health, and managed care systems that serve youth. Alternative Family Services is a Foster Family, Adoption and Mental Health Agency that has been serving abused and neglected children in our community since 1973. Our mission is to support vulnerable children and families in need of stability, safety, and well-being in communities. We provide a wide range of foster, adoption, mental health and transition-aged youth services in English and Spanish. We have eight locations throughout the Bay Area and 200 employees. Responsibilities
  • Ensure that the mission, vision, and values of the organization are evident throughout AFS service delivery and work force.
  • Responsible for the overall operation and services delivery of the program
  • Responsible for the development, implementation and evaluation of all agency service delivery in the designated region
  • Ensure that the program utilizes child welfare competent mental health and foster care services
  • Develop, plan, establish goals and evaluating the program in coordination with QM Department and compliance
  • Responsible for the development, implementation and evaluation of a staff training program
  • Responsible for the development, implementation and evaluation of intake, clinical work, educational and vocational resources, and coordination with outside agencies
  • Responsible for aligning agency pillars/values with service delivery models.
Qualifications
  • Master’s Degree (MSW, MA, MBA) or Doctorate (Psychology, Counseling, Social Work)
  • Licensed with the California Board of Behavioral Science desirable but not required
    • Licensed Clinical Social Worker
    • Licensed Marriage and Family Therapist
    • Licensed Psychologist
    • Licensed Psychiatrist
  • Must have knowledge and understanding of Medi-Cal Mental Health Services, Title 22 regulations and willingness/ability to become the agency expert at Medi-Cal regulations and the policies/procedures of each of our contract counties. Regional Director has experience or understanding of foster care system and the governing body that regulates policy and investigate complaints under the guidelines of Community Care Licensing. The Regional Director must be able to work effectively with county representatives to expand service delivery, including working with the Executive Leadership to propose and create new mental health and social service programs to meet needs within our service area. Needs a strong familiarity with child and family service systems
  • A background in child welfare and non-profit organizations would be helpful. Experience or willingness to learn agency philosophy and community standards as they apply to post-adoption, emancipation, and reunification services is essential.
  • Demonstrated experience with innovation of new programs, change management and program development.
  • Demonstrated experience of developing relationships with county and payor entities to create, expand and improve programs to better serve communities
  • Demonstrated experience with goal development, coaching, developing and training staff
  • An employment history of demonstrated exceptional leadership skills and strong group facilitation skills
  • Must have knowledge and willingness to work in a setting that values Diversity Equality and Inclusion
  • Proficient in using Microsoft Word, Microsoft Excel, internet, email and databases is essential. Developing a solid understanding of county mental health billing systems will be necessary
  • Obtain and maintain fingerprint and government and Agency required background clearances
  • Able to drive into a variety of community settings using a personal vehicle that is maintained in safe working order
  • Valid California driver’s license with an acceptable driving record and auto insurance showing as an insured driver on the policy
  • Possess a high level of integrity, honesty and strong work ethic
  • Able to read and write fluently in English
  • Able to clearly communicate verbally and in writing
  • Possess and agree to continue to work on cultural competency as it relates to the diverse client population served
  • Able to maintain a flexible, professional demeanor in a stressful environment
  • Able to interact with co-workers, county representatives, and other treatment team members as part of a cooperative team
  • Has excellent time management, interpersonal skills, communication and stress management skills and is an effective team leader
Driving Requirements

This position requires the employee to work out in the community and within foster homes throughout the Bay Area. Thus, position requires employee to possess a valid CA driver’s license and valid automobile insurance with his/her name on the verification card as an insured driver on the policy at all times. Position requires daily access to a car in safe working order.
