Altech Solutions is hiring a Senior Program Manager to lead delivery of the TSA DISCOVER II contract — a multi-year IT engineering and O&M program supporting the Security Technology Integrated Program (STIP) platform across approximately 15,000 transportation security equipment units at 440 federalized airports. This is a named Key Personnel role: the candidate will be proposed to TSA in our Volume I submission, and will lead the program from Transition-In through full operations across Enhancement Services, O&M, Cybersecurity Posture, and Program Management workstreams.
Location: Springfield, VA (TSA HQ) — hybrid; with periodic on-site at DHS DC1 (Mississippi) / DC15 (Virginia) as required
Employment Type: Full-time, contingent on contract award (anticipated September 2026); short-term proposal/consulting engagement also available
Compensation - Competitive base salary commensurate with federal market rates for senior PM roles in the DC metro area. Targeted range: $160,000–$190,000 base, plus performance bonus eligibility. Position is contingent on contract award; proposal-phase consulting engagement available at hourly rate for selected candidates pre-award.

DISCOVER II is a forward-looking program — including an Oracle to MS SQL Server migration, a COGNOS to Power BI transition, and the integration of next-generation TSE systems (AIT, CPSS, BRT). We are looking for a PM who can lead a 13–16 FTE federal IT delivery team through both steady-state operations and active modernization.
Responsibilities
• Serve as the primary point of accountability to the TSA Contracting Officer's Representative (COR) and STIP PMO leadership for all contract deliverables across CLINs 0001 (Enhancement), 0002 (O&M), 0003 (PM), and 0004 (Transition-In).
• Lead Transition-In execution within 10 days of award, including Transition-In Plan delivery, hardware/software inventory reconciliation, and weekly Transition Status Briefings.
• Maintain the Program Management Plan, Risk Register, Quality Assurance Surveillance Plan (QASP) reporting, and Communications Plan.
• Lead daily 9:00 am status calls, monthly burn-rate and Earned Value reporting, sprint velocity / burndown reviews, and quarterly Program Management Reviews (PMRs).
• Manage Engineering Change Requests (ECRs) under CLIN 0001 (NTE-ceiling structure) — scope estimation, schedule, ROM responses to TSA.
• Direct subcontractor oversight, performance management, and CPARS self-assessment.
• Drive 98.9% system Availability (Ao) KPP and 95% RMM success-rate KPP through risk identification and mitigation.
• Build and sustain a collaborative working relationship with TSA stakeholders, B&B Consulting Enterprises (SETA/IV&V), and TSE OEMs.
Required Qualifications
• Minimum 8 years of program management experience on federal IT contracts.
• Active PMP certification.
• Demonstrated PM experience on federal O&M contracts of $20M total contract value.
• U.S. Citizenship and ability to obtain and maintain Public Trust with SSI access.
• Hands-on experience with the full federal IT program management cadence: PMP, Risk Register, EVM/burn reporting, QASP, sprint metrics, CPARS.
Strongly Preferred
• ★ Direct experience on STIP, DISCOVER I, STEMM, or other TSA IT programs at TSA HQ Springfield.
• Prior PM role with ASRC Federal, Booz Allen, GDIT, Peraton, or another firm supporting TSA OIT.
• ITIL Foundation or SAFe / Agile certification (SPC, RTE, or Agilist).
• Experience managing federal O&M contracts that included an active modernization workstream (database migration, cloud migration, dashboard modernization).
• Active Public Trust at submission.
Salary : $180,000 - $190,000
