Altech Solutions is hiring a Senior Database Administrator to lead the Oracle-to-MS SQL Server migration on the TSA DISCOVER II program. The migration is in flight and scheduled to complete in FY27 Q1 — your first 90 days will focus on assessing current migration progress, validating the FDRS schema rebuild, and ensuring zero data loss as cutover approaches. Beyond the migration, this role owns ongoing DBA leadership for the STIP application suite, including the COGNOS-to-Power BI transition and Dashboard 2.0 deliverable.
Compensation: Targeted range: $140,000–$165,000 base, plus performance bonus eligibility. Position is contingent on contract award; proposal-phase consulting engagement available at hourly rate for selected candidates pre-award.
Location: Springfield, VA (TSA HQ) — hybrid; with periodic on-site at DHS DC1 (Mississippi) / DC15 (Virginia) as required

Responsibilities
- Lead the Oracle to MS SQL Server migration: schema validation, ETL design, data validation, performance tuning, cutover planning, rollback procedures.
- Own the FDRS (Flight Data Reporting System) schema and its evolution as STIP integrates new TSE types (AIT, CPSS, BRT).
- Lead the COGNOS to Power BI transition for the Dashboard 2.0 deliverable (target end-CY2026), including dimensional model redesign and DAX implementation.
- Manage stored procedures, query performance tuning, and database security hardening per DHS 4300A and STIG.
- Lead ATO and ConMon deliverables related to the database tier; ensure POA&M items related to DB are remediated within SLA.
- Mentor a Mid-level DBA on STIP-specific operational practices and the FDRS data model.
- Support corrective maintenance, daily operational verification, and Tier 3 escalations for database-related incidents.
Required Qualifications
- Minimum 8 years of DBA experience, with at least 2 completed Oracle-to-SQL Server migrations on production systems.
- Expert-level MS SQL Server (2019 or later) — administration, performance tuning, stored procedures, replication, AlwaysOn.
- Strong Oracle (12c or later) — sufficient to assess legacy schemas and lead the migration.
- Hands-on Power BI / DAX experience.
- U.S. Citizenship and ability to obtain Public Trust with SSI access.
Strongly Preferred
- ★ Hands-on experience with the STIP FDRS schema or any prior database role on DISCOVER I.
- Prior DBA role with ASRC Federal or another firm supporting STIP / DISCOVER I.
- Experience with COGNOS BI (sufficient to lead a transition off it).
- DevSecOps integration experience: pipeline-driven DB schema changes, automated DB testing.
- Active Public Trust at submission.
Salary : $140,000 - $165,000
