Job Summary:
The First Responder Instructor delivers New Mexico Tech EMRTC-approved training to law enforcement, fire, EMS, emergency management, hazardous materials, military, and other public-safety personnel. Instruction may include classroom, practical, scenario-based, resident, and mobile training related to explosives, bombing prevention, terrorism response, IEDs, homemade explosives, post-blast operations, and other assigned CBRNE topics. The role requires operational credibility, strong adult-learning skills, curriculum discipline, and an uncompromising commitment to safety.

Responsibilities:
  • Deliver assigned EMRTC curriculum in accordance with approved instructor guides, learning objectives, schedules, and customer requirements.
  • Provide engaging classroom, practical, demonstration, and scenario-based instruction to adult first-responder audiences at resident and mobile locations.
  • Present technical content accurately, connect instruction to real-world operations, and maintain approved course scope and standards.
  • Facilitate discussions, knowledge checks, practical exercises, student evaluations, and after-action feedback using established criteria.
  • Coordinate with the Program Manager, Lead Instructor, EMRTC representatives, host agencies, and fellow instructors; complete required attendance, time, travel, and course documentation.
  • Support instructor standardization, train-the-trainer events, observations, evaluations, refresher training, and curriculum review activities as required.
Required Qualifications: 
  • Minimum five years of relevant first-responder, emergency-response, military, explosives, public-safety, or related operational experience.
  • Previous adult education, technical training, public-safety instruction, or military instructor experience.
  • Demonstrated knowledge relevant to assigned topics such as explosives, IEDs, bombing prevention, terrorism response, CBRNE hazards, or emergency operations.
  • Strong presentation, facilitation, interpersonal, teamwork, and professional communication skills; ability to deliver standardized technical curriculum to experienced adult learners.
  • Ability and willingness to travel extensively, work non-standard hours when required, and successfully meet background screening and EMRTC instructor-approval requirements.
  • Valid driver's license and ability to meet program travel requirements.
Preferred Qualifications: 
  • Ten or more years of relevant law enforcement, fire, EMS, emergency management, EOD/bomb squad, hazardous materials, military, or CBRNE experience.
  • Recognized instructor or applicable technical certification and prior FEMA, DHS, NDPC, New Mexico Tech, or EMRTC training experience.
  • Experience with explosives, IEDs, homemade explosives, bombing incidents, blast effects, post-blast response, field exercises, or live-training demonstrations.
  • Knowledge of NIMS/ICS and completion of applicable FEMA Independent Study courses, including ICS-100, ICS-200, IS-700, and IS-800.
Safety, Work Requirements, and Instructor Approval:
  • Comply with all EMRTC, customer, company, facility, range, course-specific, and explosives-safety requirements; immediately stop or report unsafe activity.
  • Support practical exercises or live explosives demonstrations only when trained, qualified, assigned, and authorized; wear required personal protective equipment.
  • Ability to stand for extended periods, work indoors and outdoors, walk uneven terrain, assist with training equipment, and travel by commercial air or ground transportation.
Instructor Approval: Employment does not independently authorize an individual to teach EMRTC courses. Instructors must complete applicable EMRTC screening, qualification, train-the-trainer, observation, evaluation, and customer-approval requirements. Continued assignment depends on maintaining technical qualifications, instructional and safety standards, professionalism, reliability, teamwork, and availability.
