Job Summary

Alluvionic is looking for a Range Safety Specialist to join our team. This person will support Crane Naval Surface Warfare Center (NSWC) range operations.

Range Safety Specialist (RSS) is a qualified and certified professional responsible for advising, organizing, and maintaining safety during live-fire activities at a designated Navy RDT&E weapons, energetic, and munition systems range. RSSs monitor the use of range standard operating procedures (SOPs), conduct safety briefings, inspect facilities, and advises the RSO and Range Control Officers who ensure safe operations in accordance with Navy and NSWC Crane policy.

: Active Secret clearance required; Top Secret/SCI preferred depending on program access

Location: Naval Surface Warfare Center Crane Division, Crane, Indiana

Position: Contingent upon award of Contract.

Responsibilities

Safety Enforcement:

  • Verifying all personnel involved in explosives and weapons test and range operations adhere to rules and regulations defined in NSWC Crane approved Standard Operating Procedures, including Supplemental Documents.
  • Verifying that only approved, document controlled, and validated SOPs are used, and available at the range site.
  • Verifying that all operators possess proper explosive certifications, or other qualifications, as required by the specific operation being monitored by the RSS.
  • Verifying that all ordnance and explosive items are controlled per applicable security directive.

Range Operations

  • Conducting inspections of the range before, during, and after operation. These inspections include pre-operational checks, line checks, and SOP validation.
  • Continuous monitoring of explosives and weapons test activities for the duration of the event. Providing guidance to operations team to monitor and verify compliance with SOPs and Explosive Safety policy.
  • Provide recommendations to the RSO and RCO to suspend operations when, based upon sound judgement, an error, omission, or unusual occurrence creates an unsafe condition or is likely to cause injury/death to personnel, equipment damage, or loss of data.

Emergency Procedures

  • Respond to all emergency situations on the range.
  • Provide support to the RSO for any emergency or incident that occurs.
  • Assist the RSO with coordination of emergency response and execute the Emergency Action Plan per documented process.
  • Provide support to the RSO for reporting of any accidents/incidents per applicable NSWC Crane procedure.

Troubleshooting

  • Verify that any weapon system, energetic item, or explosive device that has malfunctioned or appears to have misfired, be treated with the utmost caution in accordance with applicable approved SOPs.
  • Monitor range operations and verify that additional measures described in the SOP are executed, e.g. communication with EOD teams as warranted.

Briefings

  • Verify that the Hazard Control Briefing is performed prior to personnel engaging in range operations, and before performing specific processes.
  • Verify that all personnel involved in range operations are familiar with all hazards and accept risk of performing the operations per approved procedure.

Qualifications

  • Minimum of 5 years of experience supporting military, DoD, law enforcement, weapons testing, EOD, range operations, live-fire training, explosives safety, or RDT&E test operations.
  • Demonstrated knowledge of range safety procedures, weapons handling, ammunition safety, explosive hazard controls, surface danger zones, cease-fire procedures, and emergency response requirements.
  • Experience supporting live-fire or developmental weapons testing in a controlled range environment.
  • Ability to read and interpret test plans, SOPs, safety instructions, risk assessments, firing tables, range diagrams, and technical documentation.
  • Familiarity with Operational Risk Management principles and hazard control methods.
  • Ability to communicate clearly over radio, phone, and in-person during dynamic range operations.
  • Ability to stop unsafe operations and communicate safety decisions professionally to technical teams, Government personnel, and contractor staff.
  • U.S. citizenship.
  • Ability to obtain and maintain required installation access and security clearance.
  • Valid driver’s license.
