Project/Product Management and Acquisition Support (Military Medical Products)

JOB DESCRIPTION:

Allied Technologies and Consulting (ATC) is recruiting for a Project/Product Management Analyst with DoD Acquisition experience to support the Capability Program Executive (CPE) Ground Systems Project Manager Maneuver Medical Systems (PM M2S) program office. This position is based in Frederick, MD, and will require up to 5 days on-site at either ATC’s Frederick office or at Fort Detrick. Approval for working at home arrangements will be made on a case-by-case basis.

DUTIES AND RESPONSIBILITIES:

The experienced, professional, and dynamic Project/Product Management Analyst will assist with a variety of products and programs and perform the following duties:

• Work with Project/Product Managers, Logistics Managers, other Engineers, and End-Users to provide Life Cycle support for multiple medical and non-medical products, programs, and systems.

• Coordinate with a large network of matrixed organizations within the DoW, US Army, and other Federal agencies to ensure effective, efficient, and timely completion of the medical product development and fielding mission.

• Apply life cycle logistics management concepts and methodology to assigned projects and demonstrate a thorough working knowledge of Integrated Product Support (IPS), DoW requirements determination, program planning, budget and execution, wholesale supply system, cataloging, and contract administration/procurement.

• Provide project management directly to the project manager coordinating and consolidating all acquisition activities in the project portfolio/acquisition dashboard.

• Track Integrated Product Team (IPT) and Working Group (WG) meetings to include scheduling meetings; coordinating with participants; preparing agendas, related documentation, and meeting minutes; and tracking action items.

• Coordinate and disperse Taskers to appropriate team members. Validating information and compiling responses to ensure full response has been gathered for review and submission approval of management.

• Assist in Project Management Office (PMO)-related fiscal management by performing budget analysis and contract support in regards to deliverables and periods of performance.

• Maintain current knowledge of relevant technology and industry developments.

• Support the DoW Acquisition Lifecycle and document preparation; maintain general understanding of DoD 5000 acquisition guidelines and Food and Drug Administration (FDA) regulatory processes.

• Prepare acquisition documentation IAW applicable DoD 5000 series regulations to ensure successful decision reviews, such as Business Case Analysis (BCA), Strategy Plans, Integrated Program Summaries, Life Cycle Cost Estimates (LCCEs), Test and Evaluation Master Plans (TEMPs), Life Cycle Support Plans (LCSPs), and acquisition milestone documentation.

• Prepare and review briefings, summaries, information papers, technical reports, acquisition documentation, and other correspondence.

• Manage and track numerous, diverse, simultaneous efforts and have the ability to effectively prioritize requirements for multiple on-going projects in support of project team.

EDUCATION, SKILLS AND EXPERIENCE REQUIRED:

• Bachelor’s degree in a technical/scientific/medical/business field or combination of related experience and education

• At least 5 years of related project management experience and 10 years of working experience

• Knowledge of military/Army acquisition/procurement/fielding (preferably with medical devices/systems or Army Soldier Support programs)

• Experience with DoW 5000 Acquisition Process/Phases including acquisition documentation

• Excellent communications, writing, organizational and project management skills

• Sharepoint and MS Project experience desired

• Experience, knowledge and the ability to execute using Microsoft Office Suite, Word, PowerPoint, and Excel, as well as Microsoft Outlook

• At least 2-3 years’ experience in Federal contracting, government or military environment is preferred

• Travel up to 10% of the time may be required

• Public Trust T1-NACI Clearance Required

• US Citizen Required

• Must be able to pass background testing
