POSITION SUMMARY
The Client Relationship Manager is a senior business development professional responsible for converting trusted relationships across North Carolina into measurable pipeline and revenue for AIS. This role drives growth with NC federal, state, and local government agencies, public sector clients, and tribal nations through disciplined pursuit leadership, opportunity shaping, and strategic client engagement. The ideal candidate has 5 years of BD or client relationship experience in construction, environmental services, disaster recovery, or professional services with a proven record of winning government contracts.
KEY RESPONSIBILITIES
- Develop and execute strategic growth plans generating measurable revenue and qualified pipeline across a 23 year horizon
- Build relationships with NC federal, state, and local government decisionmakers, county officials, and tribal leaders; convert relationships into qualified pursuits and contract awards
- Identify, qualify, and shape opportunities early in the procurement lifecycle; maintain a robust, actively managed pursuit pipeline
- Lead or colead capture effortsproviding client insight, capture strategy, and competitive positioning to improve win probability
- Equip proposal teams with intelligence on client history, funding dynamics, competitive landscape, and AIS differentiators
- Develop tailored solutions and POVs in environmental remediation, disaster response, debris management, and infrastructure services
- Maintain CRM data entry, pipeline tracking, and sales forecasting for clear executive visibility into opportunity stages and projected revenue
- Identify and negotiate teaming arrangements, subcontracting relationships, and strategic partnerships aligned with active pursuits
- Represent AIS at industry events, government outreach sessions, presolicitation meetings, and community forums
- Mentor junior BD staff and contribute to team process development
REQUIRED QUALIFICATIONS
- Bachelor’s degree in Business, Marketing, Public Administration, Environmental Sciences, Construction Management, or related field; equivalent experience considered
- Minimum 5 years of BD, client relationship management, or sales experience with direct responsibility for opportunity development and revenue
- Minimum 5 years serving state and local government clients in professional, construction, environmental, or industrial services
- Proven track record in capture management, pursuit leadership, and opportunity shaping in government contracting
- Working knowledge of government procurement policies, acquisition strategies, and competitive and teaming landscapes
- Ability to influence and lead crossfunctional pursuit and proposal teams without direct authority
- Based in NC or willing to relocate prior to start; valid driver’s license; ability to pass background check and drug screening
- Must be legally authorized to work in the U.S. (I9 verification required; no sponsorship available)
PREFERRED QUALIFICATIONS
- Experience in environmental services, disaster recovery, debris removal, civil construction, or infrastructure services
- Familiarity with FEMA reimbursement frameworks, Army Corps of Engineers programs, or state emergency management procurement
- Proficiency with CRM platforms (Salesforce, HubSpot, Deltek/GovWin/GovTribe) and market intelligence tools (SAM.gov, USASpending.gov)
- Knowledge of small business setaside programs (8(a), WOSB, SDVOSB, HUBZone, DBE, Tribal Enterprise) and how they affect competitive positioning
- Established relationships with NC county governments, NCDEQ, NCDOT, or tribal government procurement offices
- Familiarity with tribal communities and Nativeowned enterprises in NC; bilingual (English/Spanish) a plus
I-9 Verification:
- Must be legally authorized to work in the United States and able to provide documentation establishing identity and employment eligibility as required by Form I9, without sponsorship
TRAVEL EXPECTATIONS
Co-location at AIS HQ in Pembroke, NC approximately 2–3 days per week. Frequent travel throughout NC required; up to 50% travel during active pursuit periods. Occasional site visits to construction and remediation sites requiring PPE. Regional travel outside NC may be required for conferences or multi-state pursuits.
