We are seeking a dedicated, professional, and self-motivated ID Program Specialist (level 1) looking to make a difference. 

This position involves administrative-level professional work focused on the review, analysis, evaluation, monitoring, and coordination of Home and Community-Based Services (HCBS) offered through the Office of Developmental Programs (ODP). Responsibilities include offering technical assistance to contracted providers and agency staff, as well as contributing to program planning, development, and implementation. Work is performed under the guidance and supervision of the ID Program Specialist II (IDD Director) and in accordance with the Administrative Entity (AE) Operating Agreement with ODP.

 

  • Full-Time – 35 hours/week
  • Hours are from 8:00 AM to 4:00 PM
  • Hybrid position – 2 days/week in office - great for work/life balance!
  • Option to choose five 7 hour days or four 8.75 hour days to reach 35 hours/week
  • Occasional travel – up to 25% or less.  Mileage reimbursement is available at the state set rate
  • Salary range is $39,903 - $45,000  

 

 Responsibilities:

  • Maintain Quality Management (QM) certification.
  • Assist the IDD Director with developing, reviewing, and updating the QM Plan.
  • Review and approve incident reports in the Enterprise Incident Management (EIM) system.
  • Use data from EIM, HCSIS, and other monitoring activities to identify trends, strengths, and areas of concern/improvement and make recommendations to the IDD Director.
  • Maintain Certified Investigator (CI) status and conduct investigations on behalf of the AE.  Oversee and coordinate contracted investigations when required.  Review and develop reports of AE CI activities and lead quarterly C/E peer review meetings with providers. 
  • Coordinate and lead quarterly Human Rights Committee (HRC) meetings, which involve reviews of Restrictive Behavior Plans, recurring incidents, reporting QM goals, and data reporting.
  • Serve as the Subject Matter Expert (SME) for employment (employment lead).
  • Conduct sampling duties and track Independent Monitoring for Quality (IM4Q) activities.
  • Coordinate with the IM4Q contracted entity and the Supports Coordination Organizations (SCOs).
  • Develop and distribute a quarterly newsletter.
  • Assist with annual processes such as Quality Assurance & Improvement (QA&I), Provider Qualification (PQ), and provider orientation.
  • Develop and update policies and procedures in alignment with ODP requirements.  Provide training to the Supports Coordinator Organization on the new and revised policies and procedures.
  • Monitor and oversee the process of Individual Support Plans (ISPs) development in HCSIS, including timelines, reporting requirements, approvals, budgets, and service utilization.
  • Perform additional duties as needed to support the mission of the agency.

 

Qualifications:

  • Bachelor’s degree in human services or related field
  • A minimum of two years of experience working directly with individuals with intellectual disabilities or other developmental disabilities to serve as the county program’s Administrative Entity/IDD Program Director
  • Maintains a high standard of confidentiality with all protected health information and remain in compliance with HIPPA regulations and all applicable federal and state laws
  • Act 33/34 and FBI clearances will be required
  • Valid driver’s license and proof of auto insurance
  • Must pass a physical, TB shot, and a drug screen

Qualifications:

Essential Functions*

  1. Quality Management (QM):
  • Maintain Quality Management (QM) certification status. 
  • Assist the IDD Director with development, annual review, and updates of the QM plan. 
  • Track QM data and prepare quarterly monitoring reports for stakeholders.  

 

 

  1. Incident Management (IM)/Risk Management (RM):
  • Review and approve incident reports within the Enterprise Incident Management (EIM) system.
  • Analyze incident data and prepare required quarterly AE reports in compliance with ODP standards.
  • Provide technical assistance to providers regarding actions or lack of actions within the Incident Management process and entering incidents within the EIM system.  
  • Reports trends to RM stakeholders, including but not limited to the IDD Director, ODP staff, agency administrator, and providers.
  • Utilize data from EIM, Home and Community Services Information System (HCSIS), and other monitoring activities to identify trends, strengths, risks, and areas for improvement and provide recommendations to the IDD Director. 
  • Maintain Certified Investigator (CI) status and conduct investigations on behalf of the AE as required.  Coordinate and oversee contracted investigations when required.
  • Prepare reports of AE CI activities and facilitate quarterly peer review meetings with providers.
  • Oversee implementation of the Healthrisk Screening Tool (HRST).
  • Conduct annual Provider Risk Screening process and report findings quarterly. 
  • Coordinate and lead the quarterly Human Rights Committee (HRC) meetings, including reviews of Restrictive Behavior Plans, recurring incidents, reporting QM goals, and data reporting. 
  1. Employment: 
  • Act as the Subject Matter Expert (SME) for Employment (Employment Lead).
  • Attend ODP Employment Lead meetings.

  1. IM4Q:

  • Develop a quarterly newsletter.
  • Plan and coordinate activities for Abilities Month.
  • Assist with annual processes such as Quality Assurance & Improvement (QA&I), AE self-assessment, provider reviews, Provider Qualification (PQ), and provider orientation. 
  • Develop and update policies and procedures in alignment with ODP requirements.  Provide training to SCOs on the new and revised policies and procedures.

Additional Duties to Include:

  • Develop and update policies and procedures in alignment with ODP requirements, announcements and operating agreement in coordination with the fiscal and IS department as well as SCOs as appropriate.  Provide training to the SCOs on the new and revised policies and procedures.
  • Monitor and oversee the process of Individual Support Plans (ISPs) development in HCSIS, including timelines, reporting requirements, approvals, budgets, and service utilization. 
  • Assist providers with claims resolution and billing issues.
  • Participate in ODP academies training initiatives and implement updates as required. 
  • Attend meetings, participate in committees and workgroups as assigned. 
  • Perform additional duties as needed to support the mission of the agency.
