COMMUNITY SERVICE SUPERVISOR / COURIER

Under the direction of the Community Projects Section Chief, the Community Service Supervisor/Courier is responsible for all deliveries and mail service for Allen County Community Corrections as well as several city and county agencies within Fort Wayne and Allen County. The Community Service Supervisor/Courier is also responsible for various participant transportation duties throughout the department. While operating within the Community Service Work Crew Program, the Community Service Supervisor/Courier is responsible for the supervision of numerous participants at any given time ordered to perform community service by providing transportation, monitoring and verification, ensuring contracted work is completed accurately and efficiently. This position is also responsible for ensuring the proper maintenance of all vehicles and equipment used to transport participants to contracted work. This position is covered as defined by The Board of Commissioners of the County of Allen Employee Handbook.
ESSENTIAL FUNCTIONS:
The Community Service Supervisor/Courier performs work that is relatively standard when assigning program participant tasks and supervising the Community Service Program Work Crew. Understanding of program rules and procedures is required to safely de-escalate sensitive situations between program participants.
RESPONSIBILITY:
The Community Service Supervisor/Courier makes choices and takes action when providing assistance to program participants on assigned tasks. Work is reviewed upon completion and errors are revealed through adverse effects in subsequent operations.
PERSONAL WORK RELATIONSHIPS:
The Community Service Supervisor/Courier maintains frequent communication with other County employees, program participants, government agencies and community organizations when overseeing the Community Service Program Work Crew.
WORKING CONDITIONS:
The Community Service Supervisor/Courier works in a standard office environment as well as potentially outside and in a motor vehicle with the ability to move around freely including frequent time spent standing, walking, lifting up to sixty (60) pounds, bending, pushing/pulling loads, reaching overhead and kneeling. Some crawling, typing, and proofreading exist and frequent attention to detail, monitoring equipment and detailed inspection is required. Frequent exposure to dangerous equipment, chemicals and noise and very frequent exposure to extreme temperatures exist. The Community Service Supervisor/ Courier works with potentially dangerous, hostile, violent, and abusive program participants.
SUPERVISION:
The Community Service Supervisor/Courier does not supervise any subordinates, however regular supervision of program participants is required
LICENSING:
Valid Driver’s License to operate a county vehicle

Monday through Friday, 8:00 am-4:30 pm. Hours and Days may vary; 37.5 hours/week as assigned; some weekends, overtime required.

ESSENTIAL FUNCTIONS:
- Responsible for transportation of participants to ACCC Facilities that have been released to ACCC from the Allen County Jail, as directed by department policy.
- Responsible for daily pick-up and deliveries from the print shop at Fort Wayne Community Schools to local offices in a timely manner.
- Responsible for daily pick-up and deliveries of all inter-office mail according to assigned routes provided by the Community Service Section Chief, in a timely manner.
- Transports deliveries to and from locations may have the assistance of a participant at times. Maintains frequent contact with the Communications Division informing them of location, including time of arrival and departure.
- Conducts the transportation of Residential Services Clients to and from ACCC facilities to approved pass locations as determined by Client Services. The dates and times of these assigned routes may vary while only transporting strictly to previously approved locations.
- Directly supervises high-risk misdemeanor and/or felony offenders assigned to perform community service, ensuring contract work is completed.
- Assigns specific tasks and hours worked to program participants based on individual performance.
- Maintains accurate record of each program participant’s attendance and hours worked.
- Transports program participants and equipment to and from assigned work sites, maintaining frequent contact with the Communications Division informing them of location, time of arrival and time of departure from each work site.
- May periodically secure and/or physically restrain violent/uncontrollable participants as situations demand
- Monitors and observes safety standards to protect program participants and reports any conduct violations of Allen County Community Corrections (ACCC) rules and regulations to appropriate staff.
- Prepares detailed written reports for any incident, altercation or observation of obstacles that may affect the daily operation of the community service program.
- Uses effective communication and de-escalation techniques de-escalate any sensitive situation involving program participants that may occur in transit or at the work site.
- Provides assistance and demonstrates tasks needing performed to program participants, answers questions, addresses concerns and monitors performance throughout the project.
- Maintains the cleanliness of vehicles and equipment in use, schedules vehicle services and repairs any equipment, as needed.
- Maintains ACCC building and grounds to ensure all areas are clean and professional in appearance.
- Conducts and facilitates the Community Service Work Crew Program orientation in absence of the Community Projects Section Chief.
- Assists with the delivery and mail system for ACCC in absence of the Community Projects Section Chief.
- Performs all other duties as assigned, including overtime as required.
- Use principles of evidence-based practices as a guide in interactions with program participants and in the development of department programs.
- Must model Pro-Social behavior at times and in all places.
- High School Diploma or GED and more than one year of experience working in a fast-paced, high stress environment.
- Knowledge of legal terminology and the criminal justice system and how it relates with Allen County Community Corrections
- Ability to use all assigned uniforms and/or equipment as assigned
- Strong written and verbal communications skills
- Ability to deal swiftly, rationally, and decisively with potentially violent individuals in precarious situations
- Ability to write detailed reports and have great attention to detail.
- Ability to supervise high-risk misdemeanor and/or felony offenders.
- Ability to obtain required training certificates within 6 months of employment, including First Aid/CPR, Response to Resistance, Realistic De-escalation, Professional Boundaries, and any other training relevant to assigned job duties.
- Must attend and successfully complete all required agency training courses, including defensive tactics and other physically demanding hands-on training as assigned.
- If employee chooses to carry OC Spray, must possess the ability to successfully complete required training and certifications.
- The agency subscribes to the National Institute of Corrections’ Eight Principles of Effective Intervention (EBP), must be able to complete required Correctional EBP training programs and demonstrate competencies that focus on empirical recidivism risk reduction strategies.
- Ability to be certified in Motivational Interviewing (MI) within twelve months.
- Valid Driver’s License to operate County vehicle.
