Position Overview:
The Council Administrator is a senior-level, mission-critical leadership position responsible for the overall administration, coordination, and direction of the Allen County Family and Children First Council (ACFCFC). Serving as the primary public face and operational driver of the Council, the Administrator plays a vital role in building and sustaining a coordinated, community-based system of care for children and families.
This position demands leadership, strategic planning, public relations, fiscal oversight, and inter-agency coordination skills. The Administrator must be able to lead systems change, service coordination for multi-need families, and represent Allen County at the state level on family and youth issues. This is a prominent and highly visible position, requiring sound judgment, political acumen, and the ability to foster trust across public and private sectors.
Key Responsibilities:
Leadership of Council Operations & Strategic Direction
- Direct the day-to-day operations of the Council, including facilitating Council, committee, and task force meetings.
- Lead the development, implementation, and annual review of the Council’s Shared Plan, goals, and priorities.
- Supervise Council staff and volunteers; ensure appropriate delegation and performance management.
- Guide policy formulation, implementation, and ongoing evaluation of Council-led initiatives.
- Serve as an essential liaison with state Family and Children First entities and other key stakeholders.
Service Coordination & Systems Navigation
- Serve as the chief liaison for coordinating services for families with complex, multi-system needs.
- Provide leadership and oversight for Allen County’s Service Coordination Mechanism (SCM), including regular updates, staff training, and compliance with state guidelines.
- Facilitate community collaboration through Intersystem meetings and cross-system engagement.
- Carry a limited caseload of high-risk youth, ensuring timely, family-centered planning and documentation in accordance with OASCIS protocols.
Financial Oversight & Grant Management
- Work closely with the Administrative Agent and Finance Committee to ensure the financial sustainability of the Council.
- Oversee annual budgeting, audits, fiscal compliance, and financial reporting.
- Manage state and local grants (e.g., FCSS, MSY, OCBF), including applications, reporting, and expenditure monitoring.
- Maintain fiscal transparency and accountability across all Council initiatives.
Community Engagement, Public Relations & Advocacy
- Act as the lead ambassador for the Council in community and state-level engagements.
- Cultivate and sustain collaborative relationships with family-serving agencies, government bodies, and non-profit partners.
- Build Council capacity through targeted outreach, resource development, and public presentations.
- Maintain the Council’s website, social media presence, and monthly communications to ensure broad access to resources and updates.
Family Engagement & Lived Experience Integration
- Develop and implement strategies to recruit, support, and empower family representatives.
- Foster inclusive, family-centered practices across all Council operations and service coordination activities.
- Ensure that family voice and input are central to Council decisions and strategic priorities.
Administrative Agent Relations & Compliance
- Coordinate with the Allen County Board of Commissioners to execute contracts, resolutions, and compliance obligations.
- Report to the Board as needed and serve as a conduit between the Council and its fiscal agent.
Other Duties as Assigned
Participate in state-required trainings, including CANS assessment certification.
Perform additional tasks essential to the mission and compliance obligations of the Council.
Required Qualifications:
Education:
- Bachelor’s degree in social work, Public Administration, Education, Health & Human Services, or a related field is required.
- Master’s degree preferred.
Experience:
- Minimum of 5 years of progressively responsible experience within family or child-serving systems.
- Demonstrated experience in interagency collaboration, systems coordination, and/or community development.
- Proven leadership in environments with confidential or sensitive populations.
Key Competencies & Skills:
- Strategic Leadership: Proven ability to drive systems-level change and lead strategic planning initiatives. Ability to supervise and manage staff, projects, and community outreach.
- Collaboration & Facilitation: Skilled at engaging diverse stakeholders to achieve shared goals.
- Fiscal Acumen: Strong knowledge of budgeting, grant management, and financial reporting in a public or non-profit setting.
- Communication: Excellent written, verbal, and interpersonal skills. Comfortable engaging families, professionals, and elected officials alike.
- Technology Proficiency: Microsoft Office (Word, Excel, Outlook), Zoom/virtual platforms, social media, and website content management.
- Compliance Knowledge: Familiarity with public sector governance, Sunshine Law, Records
- Retention, and Robert’s Rules of Order.
Licenses, Certifications & Background Requirements:
- Valid Ohio driver’s license and acceptable driving record (required annually).
- Proof of auto liability insurance (personal vehicle use).
- Periodic criminal background checks (BCII/FBI) required.
- Completion of in-service trainings and certifications as required by the Council.
Physical & Environmental Demands:
Regular walking (35%) and sitting (60%); occasional kneeling, bending, and lifting to 25 lbs.
Position may require exposure to emotionally sensitive family situations or hazardous conditions (e.g., communicable disease, inclement weather travel).
