Allegheny Science & Technology (AST) is seeking a highly capable Electrical Engineer with an active Top Secret (TS) clearance to support mission-critical requirements associated with ongoing and future construction activities at protected sites throughout the National Capital Region (NCR). This position, contingent upon contract award, requires close coordination with active construction projects to meet critical deadlines, address logistical and funding challenges, and minimize operational disruptions. The Electrical Engineer will serve as the subject matter expert for medium- and low-voltage electrical systems supporting mission-critical facilities, ensuring systems are resilient, secure, and compliant with applicable codes and standards. Working with multidisciplinary engineering teams, contractors, and government stakeholders, the engineer will identify electrical risks, develop mitigation and resiliency strategies, and oversee the design, installation, testing, and maintenance of power, backup, and automation systems to sustain uninterrupted operations.

Duties and Responsibilities:

  • Evaluate, design, develop, test, and oversee the procurement, manufacturing, installation, and maintenance of electrical components in medium and low voltage electrical systems.
  • Serve as a subject matter expert (SME) for medium and low voltage electrical systems across mission-critical facilities.
  • Identify operational and security gaps in electrical systems that are a risk to mission-critical operations.
  • Develop master plans and mitigation strategies to minimize risks and increase resiliency in electrical systems.
  • Collaborate with multidisciplinary engineering teams, third-party contractors, and other government agencies to install, repair, commission, and maintain electrical systems.
  • Ensure compliance with electrical codes and industry standards through detailed calculations and developing technical specifications.
  • Develop maintenance and testing procedures for electrical and electronic components.

Required Qualifications:

  • Bachelor’s degree in Electrical Engineering from an accredited institution; Master’s degree and/or Professional Engineer (PE) license preferred.
  • A minimum of five (5) years of progressively responsible experience in medium- and low-voltage electrical distribution systems, power engineering, and electrical infrastructure management for facilities or campus-scale environments.
  • Additional years of experience or post-graduate degrees may be substituted for education or experience requirements.
  • Demonstrated experience designing, evaluating, or assessing electrical systems for mission-critical facilities, including normal and emergency power systems, battery energy storage, uninterruptible power supplies (UPS), and generator-based backup power.
  • Proven subject matter expertise in identifying operational, reliability, and security risks within electrical systems and developing master plans, resiliency strategies, and mitigation approaches to reduce mission risk.
  • Hands-on experience supporting the full electrical system lifecycle, including procurement support, manufacturing oversight, installation, testing, commissioning, operations, and maintenance of electrical components and systems.
  • Experience collaborating within multidisciplinary engineering teams and coordinating with contractors, vendors, utilities, and government agencies to install, repair, commission, and maintain electrical systems.
  • Strong working knowledge of electrical codes and industry standards, with demonstrated experience performing electrical calculations and developing compliant technical specifications (e.g., NEC, IEEE, NFPA, and related standards).
  • Experience developing maintenance, inspection, and testing procedures for electrical and electronic components to support reliability, safety, and lifecycle management.
  • Experience with Supervisory Control and Data Acquisition (SCADA) systems, power metering, electrical monitoring, and automation systems supporting facility operations.
  • Proven proficiency with electrical design and calculation software, such as ETAP, SKM PowerTools, EasyPower, AutoCAD Electrical, or comparable tools.
  • Strong organizational, communication, problem-solving, and leadership skills, with the ability to work independently, take ownership of complex engineering issues, and communicate technical findings clearly to technical and non-technical stakeholders.

Other Qualifications:

  • U.S. Citizenship is required.
  • Must have an active Top Secret clearance.

These include, but are not limited to, relevant work experience, skills, certifications, and competencies that align with the specific role, geographic location, educational background, and contract provisions related to labor categories specific to the position. We are committed to offering a competitive compensation package that reflects the value and expertise that each candidate brings to our team.

The pay range for this position based on full-time employment is $150,000 - $200,000.
