Job Summary

The IT Manager is responsible for leading and supporting all technology functions within the County Treasurer’s Office, including infrastructure, software, applications, and daily IT operations. This role oversees a team of four (4) IT staff, manages a high volume of complex technology projects, and plays a key role in a major modernization effort to replace and enhance legacy systems. The position requires hands‑on technical knowledge of infrastructure, familiarity with software or application development practices, and strong project and team leadership skills. The IT Manager ensures that all technology systems operate efficiently, securely, and in alignment with office needs.


The Treasurer’s Office maintains its own internal IT team while operating within a shared‑services technology model supported by the County Department of Information Technology (DIT). County DIT provides countywide infrastructure, cybersecurity standards, and enterprise governance, while the Treasurer’s Office IT team manages department‑specific systems, applications, and operational technology needs. This structure requires ongoing coordination and collaboration to ensure departmental goals align with countywide technology policies and modernization efforts.


Our office is also actively working through a significant amount of existing technical debt while modernizing systems, processes, and infrastructure. This role will play a key part in identifying inefficiencies, improving legacy systems, implementing sustainable technology solutions, and helping move the organization toward a more modern, secure, and scalable IT environment


Duties and Responsibilities

•        Oversee, maintain, and optimize all hardware, software, network, and infrastructure systems supporting the County Treasurer’s Office.

•        Plan, coordinate, and execute IT initiatives, including major modernization and legacy system overhaul projects.

•        Lead and supervise four (4) IT team members (two hardware/infrastructure and two developers), providing coaching, workload direction, professional development, and performance evaluations.

•        Administer and maintain time and attendance systems (including Novatime) and manage associated processes such as time‑off tracking.

•        Ensure cybersecurity, data integrity, system reliability, and compliance with county, state, and regulatory standards.

•        Collaborate with county departments, external partners, and vendors to support integrated systems and technology solutions.

•        Partner closely with the County Department of Information Technology (DIT) to coordinate infrastructure needs, ensure alignment with countywide technology standards, and support joint planning around modernization and reduction of technical debt.

•        Diagnose, troubleshoot, and resolve technical issues quickly to minimize downtime and service disruptions.

•        Develop, update, and enforce IT policies, procedures, standards, and best practices.

•        Monitor emerging technologies and recommend opportunities to enhance efficiency, automation, and service delivery.

•        Support internal development efforts through system configuration, scripting, or small‑scale application enhancements.


Knowledge, Skills, and Abilities

•        Strong project management skills, including the ability to plan, organize, and manage multiple initiatives simultaneously.

•        Solid understanding of IT infrastructure, hardware, software, and basic networking principles.

•        Experience with timekeeping systems (Novatime or similar).

•        Demonstrated leadership and supervisory experience.

•        Strong communication, documentation, analytical, and problem‑solving abilities.

•        Knowledge of data security, privacy standards, and industry best practices.

•        Ability to understand business needs and translate them into effective technical solutions.


Training and Experience

•        Education

o  Bachelor’s degree in Computer Science, Information Systems, Software Engineering, or a related technical field.

o  Equivalent technical training and relevant professional experience may be considered in place of formal education.

•        Professional Experience

o  3–5 years of progressively responsible IT experience, including system administration, infrastructure support, and project management.

o  2–4 years of experience in software or application development or configuration, preferably in Microsoft-based environments.

o  Demonstrated experience managing IT projects, coordinating complex initiatives, and leading or supervising technical teams.

o  Experience supporting or working within public sector or government environments is a plus.

o  Proven ability to translate business requirements into technical specifications, workflow improvements, or application enhancements.

•        Technical Training/Certifications - (Preferred, Not Required)

o  Microsoft certifications or coursework related to application development, cloud technologies, infrastructure, or database fundamentals.

o  Industry certifications such as CompTIA A , Network , Security , or equivalent.

o  PMP or other project management certification strongly preferred.

Probationary Period

Allegheny County employees covered by collective bargaining agreements shall serve a probationary period specified in their respective union contract, while non-union employees have a one-year probationary period. During this time an employee is extended the opportunity to establish their ability to perform the assigned duties and responsibilities of the job. During this probationary period, they shall have no seniority and may be discharged for any legal reason without further recourse.
