Position Summary
This is a highly-responsible, professional managerial position directing the activities of the Plumbing Program of the Allegheny County Health Department. This includes licensing/registration of plumbers, complaint investigation, permitting/plan review, and compliance enforcement. For regulatory purposes, this position functions as the Department’s Chief Plumbing Inspector.
The employee in this position directs, through subordinate staff, the activities of a professional and technical staff engaged in a variety of duties involving the Plumbing Program. Work involves interpreting laws, rules, and regulations applicable to plumbing and building drainage installations; developing proposed legislation and regulations; and the examination of applicants for journeyman and master plumbers' licenses. Work is assigned in the form of broad goals and objectives, and the employee exercises considerable independent judgment in determining specific goals, objectives, and program priorities. Work is reviewed upon completion by the Deputy Director of Environmental Health through reports and conferences for attainment of goals and objectives and overall program quality.

- Develops and interprets program policies and procedures and monitors for compliance.
- Develops internal procedures to accomplish program objectives, changes policies and procedures as required or recommends changes to top management.
- Interprets department, state and federal policies and procedures to and consults with other health-related agencies, professional and community groups and the public.
- Collects and analyzes public health data and prepares statistical summaries or reports, to evaluate program effectiveness.
- Prepares or directs the preparation of budgets, establishes expenditure control procedures, methods for administration of grants, and effective employee utilization.
- Establishes and maintains liaison within the Health Department, Federal, State and local agencies, and with health care providers.
- Prepares correspondence and maintains or directs the maintenance of files and official health records.
- Determines the availability of grant monies and assists in the writing of grant proposals.
- Evaluates effectiveness of public health programs.
- Supervises lower-level administrators, professional, technical and clerical personnel.
- Responds to Public Health emergencies as assigned by the Health Department.
- Performs other duties as required or requested.
