PAYROLL SUPERVISOR
ALLEGANY COUNTY DEPARTMENT OF FINANCE
SUMMARY
Responsible for processing all aspects of a bi-weekly, hourly and salaried multi-state payroll for non-union and union employees, ensuring that all processes are executed appropriately and in a timely manner. Operates as the subject matter expert and escalation point to resolve issues and continuously looks for improvements in operational processes and designs and implements those initiatives.
QUALIFICATIONS
High School diploma or equivalent. Associate’s degree with emphasis on business or bookkeeping preferred. Minimum of 3 to 5 years of payroll processing experience. Experience with payroll related benefits administration which includes tax deferred savings accounts, health insurance billing reconciliation, etc. Experience processing union payrolls and worker’s compensation payroll reporting experience helpful. (A comparable amount of training and experience may be substituted for the minimum qualifications.)
KNOWLEDGE, SKILLS AND ABILITIES
Strong knowledge of state and federal wage and tax laws and overtime requirements. Some knowledge of tax reciprocity rules and regulations. Working knowledge of payroll best practices; and comfortability with computer applications such as email and Microsoft Products. Experience working with Tyler Munis a plus.
Strong skills in: organization, time management, customer service and written and verbal communication; and using and understanding the flow of transactions in an integrated and automated payroll accounting system. Skills in decision-making, problem-solving, and analysis, and high level of attention to detail and accuracy.
Ability to: effectively communicate information to employees and management; interface with and satisfy the needs of diverse groups-ranging from senior management to operations; maintain confidentiality and exercise extreme discretion; analyze/interpret data and take appropriate action; and handle and prioritize multiple tasks and meet all deadlines. Ability to understand and interpret union contracts a plus. (Reasonable accommodations may be made to enable individuals with disabilities to perform the essential tasks.)
SALARY AND BENEFITS
This is a classified position at Grade 107 with a salary range of $52,120 to $99,029, and eligibility for complete County benefits package, including health and life insurance, paid leave, and pension.
