Basic Statement of Responsibilities

This position is responsible for developing, marketing, administering, and evaluating non-credit open enrollment and contract continuing education courses and training programs in assigned areas of responsibility. Duties include program planning, budget management, instructor recruitment and supervision, compliance with COMAR, MHEC, and other applicable regulatory requirements, and maintaining current knowledge of industry trends to ensure programs meet community, workforce, and regulatory needs.

Focus areas include youth programs, senior learning, personal enrichment, and cultural development activities that engage the community in alignment with COMAR and college policies.

Essential Functions

  • Creates, develops, administers, markets and evaluates courses and programs in the Community and Lifelong Engagement area including; youth programs, senior learning, personal enrichment, and cultural events.
  • Recruits, supervises and evaluates instructors and consultants employed in the Community and Lifelong Engagement program areas.
  • Manages program area budgets and individual project accounts.
  • Maintains course file date on Community and Lifelong Engagement instructor contracts, evaluations, course handouts, course descriptions, CC10’s for MHEC and all materials pertinent to each course offering.
  • Contributes to the Continuing Education catalog, brochures, year-end report and other publications as required.
  • Establishes annual goals for Community and Lifelong Engagement and provides quarterly and annual performance reports.
  • Develops and maintains positive relationships with community and professional contacts to determine the need for Community and Lifelong Engagement programming.
  • Represents the program areas to external agencies for the purpose of networking and providing educational services.
  • Implements the state reporting process for Community and Lifelong Engagement.
  • Assures the COMAR, MHEC and college policies and procedures are followed.
  • Attends professional staff meeting and related professional meetings both on and off campus.
  • Maintains communication with the Director and reports all new developments in program areas.
  • Maintains good working relationships with professional and support staff members in the Center for Continuing Education and throughout the College.
  • Maintains current on local, state, and national information and trends in program area.
  • Other duties assigned.

Education, Experience, and Specialized Skills

Bachelor’s degree required. A minimum of three (3) years of experience in program management, workforce development, or a related field is strongly preferred, though equivalent experience in a relevant professional field may be considered.

Knowledge, Skills, and Abilities

Must demonstrate strong organizational, time management, and communication skills, with the ability to work independently, collaboratively, and creatively. Ability to learn and use Microsoft Office Suite and other college systems, basic knowledge of instructional technology. Ability to plan and coordinate long-term projects.

Financial planning and budget management skills and the ability to market and promote programs effectively. Strong interpersonal and customer service skills are essential for working with both internal and external partners. Possess solid mathematical, computer, and problem-solving skills, and be able to operate office systems efficiently. Knowledge of formula development for spreadsheet and database functions required.
