What are the responsibilities and job description for the NATIONAL REFEREE MANAGER position at All India Football Federation?

Reporting directly to the Chief Refereeing Officer (CRO), the National Referee Manager (NRM) will have delegated responsibility for the management, development and assurance of National Referees (Levels 4-5 men and Levels 1-5 women), National Referee Assessors and National Referee Instructors. In addition, the role will oversee Centres of Refereeing Excellence (CORE), CORE referee development activities and Zonal Referee Development Officer (ZRDO) activity in support of Member Associations’ (MA) for Level 8-6 match officials.

AIFF VISION 2047 has been developed to meet the anticipated growth in football across India. The NRM will be expected to positively contribute towards the implementation and roll-out of AIFF VISION 2047 Strategic Objectives relevant to the role.

# MAIN DUTIES INCLUDE:

  • Management, development and appointment of all Level 4-5 men and Level 1-5 women match officials to nominated National competitions
  • Management, assurance and appointment of all National Referee Assessors and National Referee Instructors to nominated National competitions and training events
  • Management, development and appointment of all FUTSAL and Beach Soccer match officials to National FUTSAL and National Beach Soccer tournaments
  • Ensure National match official performance merit tables are regularly updated and available
  • Strategize, establish and oversee Centres of Refereeing Excellence (CORE) and CORE activities in areas of maximum potential footballing growth
  • Develop standardised technical training programmes to be delivered at all COREs
  • Line Management of 5 x Zonal Referee Development Officers (ZRDOs) and Assistant Manager Referee Department
  • Provide AIFF required support and advice, through the ZRDOs, to MAs’ associated refereeing activities for Level 8-6 match officials
  • Implementation of the AIFF Licensed Referee Instructor Programme Category B-D
  • Implementation of the AIFF Licensed Referee Assessor Programme Category B-D
  • Effective management for the National Exam and after action for the promotion of match officials to Level 5
  • Maintenance of standardised Basic Referees, Basic Referee Assessor and Basic Referee Instructor Training Courses for distribution to MA Head of Referees
  • Assurance of all National Referee Assessor reports and grading of National Referee Assessors
  • Ensure effective annual registration of all active referees, assessors and instructors maintaining accurate active numbers and retention comparison
  • Develop and implement AIFF’s Youth Referee Programme
  • RFYS’ primary point of contact for Women Development initiatives
  • Ensure annual audit of the ‘Regulations for Management of Referees in the MAs’ is undertaken by ZRDOs
  • All other duties as directed by the CRO.

  • Comprehensive knowledge of Indian MAs football activities
  • Able to use effectively Microsoft Office including Word, PowerPoint, Excel, etc.
