The Clinical Resource Manager is responsible for advancing clinical excellence, regulatory compliance, quality improvement, and staff development within a Medicare-certified, non-profit home health agency. This leadership role oversees clinical education, policy management, quality assurance initiatives, OASIS and CMS compliance, infection prevention efforts, and clinical process improvement. The Clinical Resource Manager collaborates closely with clinical leadership to ensure the delivery of safe, high-quality patient care while supporting operational efficiency and positive patient outcomes.
This position follows a Monday–Friday schedule, with four days based in our Lynn office and one day working remotely.

Essential Duties & Responsibilities:
- Lead and manage the agency’s Quality Improvement (QI) Program, ensuring compliance with CMS, Medicare, and home health regulations.
- Monitor clinical quality metrics, performance outcomes, and regulatory compliance initiatives.
- Develop, implement, and evaluate clinical education, orientation, onboarding, competency validation, and professional development programs.
- Mentor and support clinicians in documentation standards, case management practices, clinical skills, and agency policies.
- Oversee the development, review, and maintenance of clinical policies, procedures, and best practices.
- Ensure compliance with OASIS requirements, Plans of Care (POC), infection prevention standards, and home health regulations.
- Utilize health care technology, reporting tools, and data analytics to support clinical operations and quality initiatives.
- Coordinate audits, documentation reviews, and responses to regulatory and payer audits.
- Collaborate with clinical leadership to conduct field supervision, staff training, and annual competency assessments.
- Support continuous process improvement initiatives that enhance patient care quality, operational efficiency, and regulatory readiness.
Qualifications:
- Valid driver’s license is required.
- Graduate of an accredited School of Nursing; BSN preferred.
- Active Massachusetts Registered Nurse (RN) license is required.
- Experience in home health, clinical operations, quality management, or nursing leadership preferred.
- Strong knowledge of Medicare Conditions of Participation, CMS regulations, OASIS requirements, and home health compliance standards.
- Demonstrated expertise in quality improvement, clinical education, regulatory compliance, and performance improvement.
- Proficiency with electronic health records (EHRs), healthcare information systems, Microsoft Word, Outlook, and Excel.
