Estimator / Project Manager – Public Works (Civil & Electrical)

* This role requires proven experience delivering Public Works projects. Private‑sector‑only experience will not be considered.
Position Summary
The Estimator / Project Manager is responsible for leading Public Works civil and electrical construction projects from initial bid through project completion. This role combines estimating, scheduling, budgeting, and project management while ensuring compliance with agency requirements, contract documents, and company profitability goals.
As the regional lead for civil estimating and project management, this position oversees Public Works projects from 1 million to $35 millions, ensuring successful execution, financial performance, and owner satisfaction.
Essential Responsibilities
- Perform accurate project cost and revenue forecasting on Public Works contracts
- Coordinate with estimators and project controls teams to establish agency‑compliant budgets
- Lead estimating efforts for Public Works bids to ensure a consistent bid‑to‑build process
- Participate in bid reviews and closings with a focus on Public Agency requirements and risk
- Ensure proper job controls including quantities, costs, revenue tracking, and schedules
- Prepare and maintain accurate construction and financial reports required for Public Works projects
- Execute projects to meet or exceed target profit margins
- Maintain strong working relationships with public agencies, inspectors, subcontractors, and internal teams
- Comply with and support all corporate and Public Works safety requirements
Pre‑Bid, Bidding & Planning (Public Works Focus)
- Obtain and review Public Works plans, specifications, and bid documents
- Attend mandatory pre‑bid meetings and job walks
- Perform detailed material take‑offs and subcontractor pre‑qualification
- Solicit, evaluate, and validate subcontractor pricing for prevailing wage work
- Review General and Supplemental Conditions specific to Public Works contracts
- Identify bid risks related to agency requirements, schedules, and funding constraints
- Assist with bid documents including:
- Project schedules
- Project management plans
- Narratives and scope clarifications
- Alternates and unit pricing
- Key personnel resumes
- Subcontractor lists
Project Execution Responsibilities
- Confirm subcontractor buy‑out upon contract award
- Ensure strict compliance with Public Agency standards, plans, and specifications
- Oversee scheduling and sequencing of Public Works construction activities
- Communicate effectively with owners, inspectors, subcontractors, and internal teams
- Manage change orders, cost controls, and financial reporting
- Enforce safety and quality standards in active construction environments
Required Experience
- Minimum 5 years of progressive experience working exclusively on Public Works projects
- Experience managing Public Works projects from bid through closeout
- Familiarity with agency inspections, documentation, schedules, and reporting requirements
Knowledge, Skills & Abilities
- Strong knowledge of:
- Paving, underground utilities, concrete, and grading
- Dry utility construction experience (preferred)

- Prevailing wage requirements
- Union agreements
- Public Works compliance and documentation**
- Ability to work in a high‑production environment
- Excellent leadership, organizational, and communication skills

Compensation
Base Salary Range:
$80,000 – $160,000 annually
Compensation is based on relevant experience, skills and education.
