Before and After School Care (BASC) Program Coordinator

Full Time, 10 month position

 

GENERAL STATEMENT OF JOB:

The Before and After School Care (BASC) Program Coordinator provides leadership, coordination, and oversight for the district's Before and After School Care program. The Coordinator ensures all BASC sites operate in compliance with North Carolina Licensed Child Care rules and North Carolina Division of Child Development and Early Education (NCDCDEE) licensing regulations, district policies, and established program standards while providing safe, engaging, and developmentally appropriate environments for students.

 

The Coordinator oversees program operations, including staffing, budgeting, enrollment, licensing compliance, program quality, professional development, and family engagement. Working collaboratively with school administrators, district departments, and families, the Coordinator promotes high-quality extended learning opportunities that support student success and meet the needs of the community.

 

QUALIFICATIONS:

  • Associate's degree in Early Childhood Education or a related field preferred.
  • Meets Level I requirements established by the North Carolina Division of Child Development and Early Education (NCDCDEE) for a School-Age Child Care Administrator.
  • Experience in licensed child care, school-age programming, educational leadership, or program administration.
  • Experience supervising staff and managing multiple program sites is preferred.
  • Knowledge of North Carolina child care licensing requirements and program operations.
  • Experience with budgeting, financial management, and recordkeeping preferred.
  • Must complete all required NCDCDEE training, certifications, and documentation within specific timelines.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

  • Provide leadership and oversight for all district BASC sites.
  • Establish and implement program goals, operating procedures, and quality standards aligned with district priorities and NCDCDEE regulations.
  • Promote continuous improvement through program evaluation, data analysis, and implementation of best practices.
  • Ensure all BASC sites provide safe, engaging, and developmentally appropriate learning environments.
  • Conduct regular site visits to monitor program quality, safety, consistency, and compliance.
  • Recruit, hire, supervise, evaluate, and support BASC site coordinators and staff.
  • Develop staffing plans based on enrollment and program needs.
  • Coordinate staff onboarding, orientation, required licensing training, and ongoing professional development.
  • Conduct staff meetings and provide coaching to improve employee performance.
  • Ensure staff maintain required certifications and professional development hours.
  • Ensure compliance with all NCDCDEE licensing requirements, district policies, and applicable state and federal regulations and maintain required documentation.
  • Monitor emergency preparedness procedures and required safety drills.
  • Coordinate timely communication with district staff, BASC staff, and families regarding delayed openings, early dismissals, and other weather-related schedule changes. 
  • Communicate changes in licensing requirements and operational expectations to staff.
  • Develop and monitor the annual BASC operating budget.
  • Oversee tuition collection, subsidy reimbursements, expenditures, purchasing, deposits, and financial recordkeeping.
  • Oversee enrollment, registration, attendance, and waitlist procedures.
  • Build positive relationships with students, families, school administrators, and community partners.
  • Address parent concerns and ensure high-quality customer service across all BASC sites.
  • Collect and analyze enrollment, staffing, financial, and program data to support continuous improvement.
  • Prepare reports regarding program participation, operations, finances, and outcomes.
  • Maintain confidentiality of student, personnel, and district information.
  • Perform other duties as assigned by district leadership.

ESSENTIAL KNOWLEDGE AND ABILITIES:

  • Knowledge of North Carolina child care licensing regulations and school-age child development.
  • Knowledge of program administration, budgeting, financial management, and personnel supervision.
  • Ability to interpret and apply federal, state, and local regulations governing child care programs.
  • Ability to organize multiple priorities, analyze data, solve problems, and make sound decisions.
  • Ability to establish positive working relationships with students, families, staff, administrators, and community partners.
  • Strong written, verbal, organizational, and interpersonal communication skills.
  • Ability to maintain confidentiality and exercise sound professional judgment.
  • Proficiency with Microsoft Office, Google Workspace, child care management systems, and other technology used for program administration.
  • Ability to travel regularly between district sites.
  • Ability to lift up to 25 pounds, supervise children in active environments, and respond appropriately in emergency situations.
