Procurement Specialist
Job Description:
We are seeking an experienced Procurement Specialist with strong knowledge of government procurement processes, specifically within the State of Illinois. The ideal candidate will have hands-on experience with the Illinois BidBuy system and a proven track record supporting procurement activities for public sector agencies.
This role requires a detail-oriented professional who understands compliance, solicitation processes, vendor coordination, and contract lifecycle management within a government environment.
Key Responsibilities:
- Manage end-to-end procurement activities in compliance with State of Illinois policies and procedures
- Utilize the Illinois BidBuy system for creating, posting, and managing solicitations
- Prepare and process RFPs, RFQs, IFBs, and other procurement documents
- Coordinate with internal stakeholders to gather requirements and develop procurement strategies
- Evaluate vendor responses and assist in bid analysis and award recommendations
- Ensure compliance with state procurement regulations, policies, and audit requirements
- Maintain accurate procurement documentation and records
- Support contract execution, amendments, and vendor performance tracking
- Act as a liaison between vendors and agency stakeholders
Required Qualifications:
- 3 years of procurement experience, preferably in the public sector
- Hands-on experience with Illinois BidBuy (REQUIRED)
- Experience working with State of Illinois or other government agencies
- Strong understanding of government procurement processes and compliance requirements
- Experience with solicitation development (RFP, RFQ, IFB)
- Excellent analytical, organizational, and communication skills
Preferred Qualifications:
- Prior experience supporting Illinois state agencies
- Knowledge of State Procurement Code and related policies
- Experience with contract management and vendor relations
- Certification in procurement (e.g., CPPB, CPPO) is a plus
