POSITION DESCRIPTION: The Manager of Capital Projects, Facilities & Technology Infrastructure leads the planning, coordination, and delivery of capital improvement, facilities modernization, and technology infrastructure projects across Albany Unified School District’s PK–12 schools. The position is responsible for ensuring that bond-funded and district capital projects are implemented safely, efficiently, and in alignment with instructional priorities, operational needs, the District’s Facilities and Technology Master Plan, and district values. Projects may include modernizing classrooms and learning environments; safety and security systems; network and communications infrastructure; classroom instructional technology; building systems improvements; energy efficiency and sustainability upgrades; and other capital improvements that support safe, modern, and effective learning environments, consistent with the district’s long-term facilities and technology planning.


A defining feature of this role is a close partnership with school site leadership. The Manager works collaboratively with principals and site administrators to ensure projects support teaching and learning, minimize disruption to school operations, and reflect the needs of students, staff, and school communities.


This position serves as a central liaison among school sites, district leadership, technology services, architects, engineers, contractors, regulatory agencies, and community stakeholders to ensure successful project planning and delivery.


REPRESENTATIVE DUTIES: E = Essential Duties

  • Plan, coordinate, and manage district capital improvement projects from project initiation through completion in alignment with the District’s Facilities and Technology Master Plan. E

  • Develop project scopes, timelines, schedules, and work plans in collaboration with district departments and school site leadership, ensuring consistency with long-term facilities and technology priorities. E

  • Oversee modernization, repair, and improvement projects across PK–12 campuses that support the goals and priorities identified in the Facilities and Technology Master Plan. E

  • Conduct regular site visits to monitor project progress, quality, safety, and compliance with approved plans and specifications. E

  • Ensure projects are delivered on schedule, within budget, and in compliance with applicable regulations. E

  • Support implementation of projects funded through district bond programs and other capital funding sources, advancing the district’s long-term facilities and technology planning goals. E


School Site Collaboration


  • Partner with principals and site leadership teams to align construction and improvement projects with instructional calendars and school operations. E

  • Ensure project planning incorporates the needs of teachers, students, and school communities. E

  • Communicate project timelines, updates, and impacts clearly to site leaders and affected stakeholders. E

  • Coordinate work schedules to minimize disruption to instruction and school activities. E


Technology Infrastructure Projects


  • Coordinate with district technology leadership to implement technology infrastructure improvements across school sites. E

  • Support projects involving network infrastructure, fiber and wireless systems, classroom instructional technology, communications systems, and integrated building technologies. E

  • Ensure facilities improvements support the installation and operation of modern instructional technology and digital learning environments. E

  • Coordinate infrastructure requirements, including electrical capacity, connectivity, equipment installation, and system integration. E


Safety, Security, and Modernization Projects


  • Support planning and implementation of campus safety and security infrastructure, including cameras, alarms, access control systems, and emergency communication systems. E

  • Coordinate projects that improve campus safety, operational reliability, and modern learning environments. E

  • Support modernization of classrooms and learning spaces to align with evolving instructional practices and student needs. E


Sustainability and Infrastructure Improvements


  • Support projects that improve energy efficiency, sustainability, and building system performance. E

  • Coordinate work related to lighting upgrades, electrical systems, HVAC improvements, and other infrastructure modernization. E

  • Support district sustainability goals and environmentally responsible facilities planning. E


Consultant and Contractor Coordination


  • Coordinate the work of architects, engineers, technology consultants, contractors, inspectors, and vendors. E

  • Facilitate project meetings and maintain clear documentation of decisions, schedules, and action items. E

  • Review project proposals, construction documents, and change orders in coordination with the Chief Business Officer and district leadership. E

  • Support permitting, inspections, and regulatory approvals required for capital projects. E


Budget Management and Reporting


  • Monitor project budgets and expenditures within approved bond and capital project allocations. E

  • Track schedules, expenditures, and project risks and recommend corrective actions as necessary. E

  • Prepare project updates, reports, and presentations for district leadership and the Board of Education. E

  • Maintain documentation required for public reporting, bond oversight, and financial accountability. E


Long-Range Facilities Planning


  • Contribute to districtwide facilities planning and capital improvement prioritization. E

  • Support ongoing assessment of facilities, infrastructure, and technology needs across PK–12 campuses. E

  • Assist district leadership in planning future modernization and infrastructure investments. E

  • Support continuous improvement of district facilities systems, project delivery processes, and operational practices. E


KNOWLEDGE, SKILLS, AND ABILITIES


  • Knowledge of facilities modernization, capital project management, and school infrastructure systems.

  • Knowledge of California public construction requirements and applicable state and local regulations.

  • Ability to read and interpret architectural drawings, construction documents, infrastructure plans, and project schedules.

  • Strong project management, organization, and prioritization skills.

  • Ability to manage multiple complex projects simultaneously.

  • Strong written and verbal communication skills.

  • Ability to collaborate effectively with school communities, district staff, and external partners.

  • Demonstrated commitment to equity, inclusion, and student-centered decision-making.


QUALIFICATIONS


Required Education and Experience


  • Bachelor’s degree in educational leadership, business administration, public administration, facilities management, construction management, engineering, or a closely related field. (Masters preferred)

Minimum of three years of experience managing facilities, capital improvement, construction, infrastructure, or major operational projects.
Experience in PK–12 school administration, school site leadership, or district-level educational leadership preferred.
Experience coordinating projects in educational, municipal, or other public-sector environments.
  • Demonstrated ability to work collaboratively with school leadership, district departments, and multiple stakeholders to support school operations and instructional priorities. E


Preferred Qualifications


  • Experience coordinating technology infrastructure projects in educational environments.

  • Experience working with bond-funded construction or modernization programs.

SUPERVISION AND CLASSIFICATION


  • This is a classified management, exempt position.

  • The Manager provides project leadership and functional oversight of consultants, contractors, and project teams as assigned.

  • The position operates independently, with significant responsibility for planning, coordinating, and implementing district capital projects.


PHYSICAL REQUIREMENTS AND WORKING CONDITIONS


Work is performed in district offices, school campuses, and construction environments. The position requires regular site visits, occasional evening or weekend work, and the ability to lift up to 50 pounds. The employee must be able to work under deadlines and respond to changing priorities. Remote work may be required during district closures or emergencies.
