JOB SUMMARY:
The Foster Family Administrator is responsible for monitoring and maintaining the tone and emotional safety of the children placed in the care of Alba Care Services Inc. The Foster Family Administrator is responsible for guiding the daily schedule and flow of activities in the Foster Family Agency.
MINIMUM QUALIFICATIONS:
Education and Experience
Master’s degree or higher from an accredited or state approved graduate school in social work or social welfare, marriage, family and child counseling, child psychology, social psychology or equivalent education and experience as determined by the licensing agency. Demonstrated ability and leadership with a minimum of (5) years of experience in the field of child or family services, (3) years of which have been in an administrative or managerial position.
Certificates, Licenses, Registrations
Must have and maintain a valid California Driver's License, maintain automobile insurance coverage and have access to an automobile. CPR Certification.
Other Qualifications
Upon hire, must be at least 18 years of age, must submit a current health screening - including TB clearance, Child Abuse Index Clearance, and Department of Justice Criminal Record Clearance, and a Valid California Driver’s License.

Knowledge of the requirements for providing the type of care and supervision needed by the child or non-minor dependent, including ability to communicate with the child or non-minor. Strong psychosocial assessment skills; minimal supervision regarding use of time, able to prioritize work assignments; ability to communicate effectively with professionals and clients/families and ability to make sound decisions in emergency situations, and sensitivity to cultural differences. Ability to maintain or supervise the maintenance of financial and other records, recruit, train, supervise and discipline staff, establish policies, program and budgets, while serving as representative of the company and uphold professionalism at all times.

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. ESSENTIAL FUNCTIONS:
1. Effectively manage the daily operations of the Foster Family Agency and ensure all issues that may arise are responded to timely and/or escalated through the proper channels.
2. Supervises and evaluates the program, services, and field personnel and directs the implementation of service goals and objectives, ensuring staffing and quality standards, and provides recommendations to the assigned Supervisor.
3. Responsible for conducting assessments involving allegations, complaints and matters pertaining to deficiencies and non-compliance with FFA policies and all state regulations governing the facility.
4. Participates in the development and periodic revision of policies and procedures with the Leadership Team to assure consistent, efficient and safe operation of the facility/program.
5. Ensure that incident and complaint investigation reports, including foster family agency actions, are maintained in a file and kept confidential as required by the Licensing Standards.
6. Extensive computer skills and knowledge
OTHER DUTIES AND RESPONSIBILITIES:
1. Designate a qualified staff person to perform the duties of the administrator in his/her absence.
2. Assure service delivery and compliance with all regulatory, contractual, corporate and legal requirements. Maintain knowledge of foster family care provision standards and ensures compliance with Title 22, and Interim Licensing Standards in terms of foster care interventions.
3. Collaborate as appropriate with the Executive Management Team (EMT) and the Board of Directors in developing long range and expansion planning.
4. Participate in the recruitment, hiring and dismissing of staff to fill social work, intake, and other administrative positions.
5. Responsible for ruling on decisions regarding appeals and decertification’s.
6. Ensure that incident reports, assessments and/or complaints are being properly reported to licensing placement agencies, designated supervisor and Board of Directors as appropriated.
7. Reviews all complaints made by children, foster parents, biological parents, etc. and determines the appropriate action needed to rectify the presented issue or complaint.
8. Attend all meetings with State, County, and Local Community Agencies.
9. Ensure that all incident and complaint investigation reports are kept confidential as required by Health & Safety Code Section 1538(b).
10. The administrator may serve in another personnel capacity provided he or she meets the applicable qualifications of both positions.
