About the Alaska Primary Care Association (APCA)

The APCA is a non-profit association that was established in 1995. Our mission is Advancing Alaska's Wellness. We work to support the development and operation of Alaska's 29 federally qualified health centers and look-alike organizations.

What this role is:

The Program Manager - Behavioral Health & Intimate Partner Violence/Quality Improvement is a strategic and hands-on role focused on strengthening Alaska's Community Health Centers through targeted technical assistance, program development, and system-level improvement. Sitting within the Health Center Operations & Quality Department, this position bridges behavioral health integration, intimate partner violence response, and quality improvement to enhance care delivery and outcomes. It serves as a key connector between health center leadership, frontline teams, and broader system partners, ensuring that evidence-based practices, compliance requirements, and operational improvements are effectively implemented across diverse care settings.

What You'll Do:

  • Provide/coordinate technical assistance and training on behavioral health integration, compliance, intimate partner violence response, and quality improvement initiatives

  • Support health centers in identifying workflow gaps and implementing practical, site-specific improvements

  • Guide leadership teams through implementation of screenings, interventions, and Plan-Do-Study-Act (PDSA) cycles

  • Develop tools, resources, and best practice guidance to strengthen operations and care delivery

  • Collaborate across departments and with external partners to deliver coordinated, high-quality support

  • Collect, analyze, and apply data to evaluate program impact and inform continuous improvement

  • Contribute to program design, workplans, performance measures, and reporting for internal and external stakeholders

  • Participate in site visits, trainings, and convenings to support learning and program advancement

  • Represent the organization at regional, state, and national forums and maintain strong partner relationships

  • Adapt to emerging needs, policy changes, and special projects aligned with organizational priorities

How You'll Show Up:

You'll show up as a trusted advisor, collaborator, and subject matter expert who leads with both credibility and practicality. You'll bring a solutions-oriented mindset, translating complex requirements into clear, actionable strategies tailored to each health center's needs. You'll be proactive, adaptable, and responsive; equally comfortable facilitating high-level conversations with leadership as you are working through workflow challenges with care teams. You build strong relationships, communicate clearly, and use data to guide decisions, while staying grounded in the realities of Alaska's unique healthcare landscape.

Why You'll Like Working Here:

You'll be part of a mission-driven team that's doing meaningful, on-the-groundwork to improve healthcare across Alaska. This role gives you the best of both worlds: big-picture strategy and hands-on impact. You'll build strong relationships with health centers across the state, tackle complex challenges, and see the direct results of your work in better systems and healthier outcomes. If you like variety, purpose, and the chance to be a trusted expert in a space that truly matters, come join our team!
