Alaska Native Tribal Health Consortium has a hiring preference for qualified Alaska Native and American Indian applicants pursuant to P.L. 93-638 Indian Self Determination Act.

This position is based in Anchorage, AK and requires an on-site work schedule to support our various departments on campus and supporting statewide Tribal Health Organizations.

Summary

Under general supervision, manages and leads all aspects of support, optimization, and strategic development of clinical information systems within a shared, multi-organization Electronic Health Record (EHR) environment serving a diverse and geographically distributed population. This position bridges clinical practice, health information technology, data strategy, and vendor management to ensure that clinical applications and integrated systems deliver measurable improvements in patient safety, care quality, regulatory compliance, and operational efficiency.

Responsibilities

Manages the Clinical Informatics department to achieve the organizational vision, Health Information Technology (HIT) Division priorities, and departmental goals; contributes to clinical informatics governance by presenting performance metrics, initiative proposals, and risk assessments to executive and clinical leadership.

Collaborates across clinical and business departments within the shared EHR environment to communicate, train, plan, design and implement clinical information systems; ensures regulatory compliance and recommends process and system changes to enhance patient safety and revenue integrity.

Provides leadership and coordination between clinicians, IT leadership, and enterprise vendors to ensure continuous software improvements and system development that meet the needs of clinical care providers and partner organizations.

Leads cross-functional clinical workflow improvement programs; coordinates stakeholder input from providers, nursing, pharmacy, ancillary services, and partner organizations; and maintains structured change management pipelines to support sustainable adoption of system enhancements.

Develops strategies and leads the adoption of best practices, processes and technologies to ensure alignment with other HIT departments and the organization ’s long - term clinical informatics roadmap.

Evaluates and recommends emerging technologies, including AI-assisted clinical tools and advanced analytics capabilities, for safe, equitable, and effective deployment across the clinical environment.

Establishes key performance indicators (KPIs) and service level agreements (SLAs) for continually improving service to clinical customers; ensures appropriate around - the - clock clinical application support coverage for all supported staff and partner organizations.

Works collaboratively with other leadership on the strategic direction of shared EHR and IT services; assists with identification and selection of new technologies impacting clinical care delivery.

Serves as liaison between clinical providers and other leadership for Clinical IT services. Participates in and/or leads EHR leadership meetings, clinical governance committees, and operational workgroups as requested or required.

Establishes and maintains clinical data governance standards, ensuring data integrity, standardized clinical terminology, and consistent documentation practices across the shared environment; ensures compliance with applicable federal, state, and organizational regulatory requirements.

Partners with Quality, Patient Safety, and Revenue Cycle teams to leverage EHR data for quality reporting, performance improvement, and population health management initiatives.

Develops and fosters a culture of excellence, inclusion, and continuous improvement within the Clinical Informatics team; creates individual development plans, mentoring pathways, and training programs that build depth of expertise in clinical applications, workflows, and informatics best practices.

Develops goals and priorities in collaboration with employees and assigns tasks and projects; supervises, counsels, trains, and coaches subordinate staff. Implements corrective actions and conducts performance evaluations.

Provides direction and oversight to Clinical Informatics staff for change management processes and communication related to upgrades, new module deployments, IT projects, and initiatives.

Responsible for managing the budget process for the Clinical Informatics department. Projects departmental budget requirements, follows annual budgeting process guidelines and procedures, and reviews expenditures monthly to ensure expenses are within budgeted amounts.

Maintains current knowledge of trends in clinical information systems, data governance, emerging health technologies, and associated best practices. Participates in user groups nationally and at the local level.

KNOWLEDGE and SKILLS

  • Knowledge of enterprise EHR platforms and clinical applications in inpatient and ambulatory settings, including clinical workflows, order management, and revenue cycle integration.
  • Knowledge of health information exchange (HIE) frameworks, interoperability standards, and clinical terminology standards applicable to healthcare information systems.
  • Knowledge of patient care activities, hospital and outpatient environments and how clinical services and functions interact across a shared, multi - organization EHR domain.
  • Knowledge of applicable federal and state healthcare regulatory requirements, including accreditation standards, privacy and security regulations, and requirements specific to the organization ’s patient population and funding environment.
  • Knowledge of clinical data governance principles, data quality management, and analytics platforms used to support population health and performance improvement.
  • Knowledge of principles and practices of cost accounting, budgeting and strategic planning.
  • Knowledge of emerging technologies in clinical informatics, including AI - assisted decision support and advanced analytics, and their practical application in healthcare settings.
  • Knowledge of customer service and relationship management concepts and practices, including vendor relationship management.
  • Skill in articulating technical and user needs in a concise manner easily understood by clinical, operational, and executive audiences.
  • Skill in analyzing clinical workflow and information systems issues, evaluating alternatives, and making logical recommendations based on findings.
  • Skill in strategic planning, program management, and translating clinical and organizational priorities into actionable informatics roadmaps.
  • Skill in effectively managing, coaching, and leading staff; delegating tasks and authority; and developing high-performing teams in a complex, matrixed healthcare environment.
  • Skill in managing teams of professionals and working alongside diverse customer groups, partner organizations, and enterprise vendors to achieve results.

MINIMUM EDUCATION QUALIFICATION

A Master’s Degree in a clinical healthcare field (e.g., Nursing, Pharmacy, Allied Health, Health Information Management) or closely related field.

Minimum Experience Qualification

Non-supervisory - Five (5) years clinical work experience as a licensed healthcare clinician.

AND

Five (5) years of progressive clinical informatics or clinical application support experience, including system configuration, workflow design, and end-user support.

AND

Supervisory – Minimum of three (3) years of supervisory or management experience in a healthcare or health IT setting, with demonstrated responsibility for team performance, budgets, and cross-functional projects.

MINIMUM CERTIFICATION QUALIFICATION

Current, unrestricted United States clinical license in a healthcare field (e.g., RN, PharmD, PA, RHIA, or equivalent).

Preferred Experience Qualification

Experience supporting or managing a shared or multi-organization EHR environment.

Experience in tribal health, Indian Health Service (IHS), or rural and frontier healthcare settings.

Experience with enterprise EHR platform implementation, upgrade management, and strategic vendor relationship management.

Experience evaluating or deploying emerging clinical technologies, including AI-assisted tools or advanced analytics solutions, within a healthcare setting.

Experience with health information exchange (HIE) integration projects and clinical data interoperability initiatives.

Preferred Certification Qualification

Certified Professional in Health Informatics and Information Management (CPHIMS) – HIMSS.

Registered Health Information Administrator (RHIA) – AHIMA.

ITIL Foundation Certification or higher.

Relevant EHR platform certification(s) applicable to area of assignment.

Additional Requirements

  • May be required to work outside the traditional work schedule.
  • May be called out to work off-shift in emergency situations.
  • Travel may be required to organizational or partner sites as needed.
  • According to the needs of the organization, some incumbents in this job class may be required to obtain specific technical certifications and programming language skills.
