Summary

Under limited supervision, plans, directs, supervises and coordinates (usually through the superintendents) activities and personnel concerned with rural Alaska construction of sanitation and health facilities.

Responsibilities

Participates in design review of engineering plan sets, and inthedevelopmentofconstructionproject activities toinclude organization, scheduling,budgeting,andimplementation.Delivers high quality finished projects ontime, within budget,according to approved plans, and in compliance with safetyprogramrequirements.

Works with Construction Leadership to establish construction priorities. Responsible for managing construction activities in coordination with superintendent tomeetprojectdeadlines,budgets,andincompliance with approved plans.Participates in design reviews. Managesand oversees thecompletionofmaterial take-off’s, construction costestimates, and procurement activities.

Responsible for project construction scheduling, including pre-construction, construction andpost construction phases.Managesconstructionstaffing needs,andcoordinationofheavyequipment,tools, and safetyequipmentneeds.Prepares and updates project construction budget and reports.MonitorsprojectconstructionactivitiesperformedbyANTHC,TribalHealthOrganizations(THO), and privatecontractors,including constructioninspection,testing,testingcertificationdocumentation,andsystemcommissioningof the finishedproduct(plumbing,electricalwork, buildings and structuralwork).

Coordinates and manages logistics of materials and equipmenttoand from project sites.Coordinates acquisition of the projectofficeandorlodgingforproject staff.Inconjunction with DEHEsafetypersonnel and constructionsuperintendents,coordinates and prepares written project safety plansusing theANTHCSafetyGuidelines and assures regulatorycompliance.

Coordinates, manages and documents the pre-final, final, and warrantyinspections.Reviewsrecord drawings to ensurecompleteness.Responsibleforestablishmentofproperinsurance policies,employee payroll and hiringdocumentation with regard tolocalforceaccountconstructionlaborforce. Prepares payroll estimatesforestablishment of workmen’s compensation insurance.

Manages completion of periodic review and reconciliation of financialdata to ensureproper jobcostcodingof construction expenditures.Evaluates field and officestaff performance goals including budget,scheduleand safety.

Analyzes construction costs for use in estimating futureproject costs. Performs ongoing qualityassurance activities during construction projectsconstructedbyANTHC, THO, local communitiesandprivatecontractors.Confers with supervisorypersonnel,contractors,designengineers,andtechniciansto d iscuss and resolve matters,such as work procedures, complaints, design changes,andconstructionproblems. Provides progress reports toConstruction Leadership and project managers.

Provides direction, and guidance to assisting staff.

Performs other duties as assigned.

KNOWLEDGE and SKILLS

  • Knowledge of reading, comprehending and communicating technical information to others using documents, drawings and interpersonal skills effectively.
  • Knowledge of and ability to read engineering plans, contracts, and material specifications.
  • Knowledge of and ability to interpret and use construction job cost accounting data.
  • Knowledge of OSHA standards as applicable to the construction industry.
  • Knowledge of construction cost estimates, materials, methods, tools, construction management and project scheduling.
  • Knowledge of all applicable building and trades codes, formal training and experience in construction project management, cost estimating, and scheduling.
  • Knowledge of developing and overseeing systems for coordination of equipment, personnel and long lead material procurement.
  • Skill in excellent verbal communication, written communication, and organizational skills.
  • Skill in computer usage (Microsoft Excel, Word, Outlook and MS Project software programs).
  • Skill in learning other software for use in tracking and cost estimating.
  • Skill in reading and utilizing Safety Data Sheets and communicating potential hazards to staff as necessary.
  • Skill in managing heavy construction equipment on construction job sites.

MINIMUM EDUCATION QUALIFICATION

A Bachelor’s degree in Project Management, Construction Management, Engineering, or related field. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education.

Minimum Experience Qualification

Non-supervisory - Eight (8) years of experience in construction administration or construction management, INCLUDING two (2) years construction experience in Alaska. An equivalent combination of relevant education and/or training may be substituted for experience.

MINIMUM CERTIFICATION QUALIFICATION

Depending on the needs of the organization, some incumbents in this job class may be required to obtain additional certifications or training in one or more specialty areas.

Preferred Experience Qualification

  • Supervisory experience preferred.
  • Training or experience in projectmanagement or scheduling.
  • Bush Alaska and arctic experience.
  • Experienceinthefieldsofbuildingconstruction,heating and ventilating, carpentry, plumbing, heavyequipment operation, electrical wiring, and earthwork.

Preferred Certification Qualification

  • Current American Red Cross First Aid and CPR certifications.
  • American Institute of Constructors (AIC) “Certified Associate Constructor” or “Certified Professional Constructor.”
  • Construction Management Association of America (CMAA) “Certified Construction Manager.”
  • OSHA certification for Construction Health and Safety.
  • HAZWOPER Certification.
  • Mechanical or Electrical Administrator certificate.
  • Plumber or Electrician Certificate of Fitness.

Additional Requirements

Must have a valid drivers license with a clean driving record.

M ust be able to obtain an Alaska Drivers License within six (6) months of hire.
