Position Overview
AML is seeking an Intergovernmental Affairs Manager to support the organization’s legislative and policy efforts at both the state and federal levels. This position plays a key role in tracking legislative developments, analyzing state budget proposals, and supporting AML’s advocacy on behalf of local governments. The ideal candidate will have strong analytical and communication skills, an interest in public policy, and the ability to translate complex legislative information into clear, actionable insights for AML members. This position offers room to grow into a higher-level policy or legislative affairs role within the organization.
Key Responsibilities
- Legislative and Policy Research: Monitor state legislation, budget actions, and administrative policies affecting Alaska’s municipalities; analyze their potential impacts and summarize findings for AML leadership and members.
- Policy Development: Assist in drafting policy briefs, legislative updates, and testimony. Support the development of AML’s legislative priorities and advocacy strategies.
- Member and Stakeholder Communications: Prepare clear and timely updates, talking points, and briefings for AML members, legislators, and partners.
- Legislative Session Support: Track committee hearings, floor sessions, and key legislative deadlines; help prepare the Executive Director and members for testimony and advocacy efforts.
- Federal Coordination: Support AML’s engagement with federal agencies and national organizations, including tracking federal budget and policy developments that impact Alaska communities.
- Data and Research: Conduct research on issues relevant to municipal operations, intergovernmental relations, and local governance. Summarize and synthesize data to inform AML advocacy and decision-making.
- Events and Outreach: Assist in organizing legislative briefings, advocacy events, and communications campaigns to raise awareness of AML’s priorities.
Knowledge, Skills, and Abilities
- Strong understanding of state and local government operations, legislative processes, and policy analysis.
- Ability to research and synthesize complex policy or budget information.
- Strong written and verbal communication skills, including the ability to draft policy summaries, reports, and presentations.
- Ability to manage multiple projects, meet deadlines, and work effectively in a collaborative environment.
- Proficiency in Microsoft Office and Google Workspace; familiarity with legislative tracking tools or databases preferred.
- Ability to work professionally with diverse stakeholders, including municipal officials, legislators, and federal partners.
Preferred Qualifications
- Bachelor’s degree in public policy, political science, public administration, communications, or a related field.
- One to three years of experience in legislative affairs, research, or public policy.
- Experience working with or within municipal, state, or federal government preferred.
- Demonstrated interest in Alaska’s governance, budget, and intergovernmental relations.
