TITLE: Chief Medical Officer
EMPLOYMENT TERM: 12 Month / Full-time or Part-time (negotiable)
DIVISION: Health Services DEPARTMENT: Primary Care
EXEMPT/NON-EXEMPT: Exempt FUNDING SOURCE: IHS Contract
QUALIFICATIONS:
- Doctor of Medicine (M.D.) or Doctor of Osteopathy (D.O.) degree from an accredited institution.
- Completion of an accredited residency program (internship, residency, or fellowship approved by recognized U.S. or Canadian accrediting bodies).
- Permanent, current, full, and unrestricted license to practice medicine in the State of New Mexico.
- Demonstrated experience or training in medical leadership, supervision, quality improvement, and clinical administration.
- Knowledge of AAAHC accreditation requirements, HRSA Health Center Program standards, and best practices in primary care quality assurance.
- Must participate in the New Mexico Medicaid Program and Medicare (PECOS) for billing purposes.
- Must be eligible and willing to sign death medical certificates for the State of New Mexico.
- Indian Preference: Preferential consideration given to persons of documented Navajo, American Indian, or Alaskan Native tribal membership who meet the qualifications, in accordance with P.L. 93-638 and the Navajo Nation Tribal Code.
- Certified Medical Examiner Status preferred
SUPERVISED BY: Health Services Division Director
SUPERVISES: All licensed medical providers, including, but not limited to: MDs, DOs, APRNs/NPs, PAs, Lab Supervisor, EMS Coordinator, Medical Assistants, Clinic RN, Community Health RN. Provides clinical/medical oversight to support staff on medical matters.
PAY RANGE: Off-scale, subject to negotiation.
WORKING HOURS: Flexible to meet clinic needs (core hours: Monday–Wednesday 8AM–5PM; Thursday 8AM–7PM; Friday 8AM–3PM).
POSITION GOAL: To provide physician-level clinical leadership and medical oversight for the Alamo Navajo Health Center. The incumbent ensures the quality and safety of medical care, leads quality improvement efforts, and maintains compliance with all clinical standards while performing direct patient care as needed.
DUTIES & RESPONSIBILITIES:
- Provide direct patient care (diagnostic, preventive, and therapeutic services) in accordance with accepted standards of care and best practices; make appropriate referrals.
- Oversee the quality of medical care delivered across the clinic, including primary care, specialty clinics, EMS, pharmacy, lab, medical records, diabetes care, and other clinical services.
- Serve as the medical authority for clinical policies, procedures, credentialing/privileging of licensed independent practitioners, peer review, and utilization management.
- Lead or chair the Patient Care Committee; actively participate in the Executive Committee and quality improvement initiatives to meet AAAHC and HRSA requirements.
- Provide medical direction and oversight for the EMS program in accordance with New Mexico EMS Bureau standards.
- Collaborate with the Director of Clinical Operations on workflow, staffing, and operational issues that impact clinical care.
- Review performance of medical staff on clinical matters; participate in orientation and training of providers.
- Advise the Division Director, Assistant Health Services Director, and Board on clinical issues, risk management, and program development.
- Ensure compliance with HRSA FQHC Look-Alike standards, AAAHC accreditation, Medicare/Medicaid requirements, and tribal policies.
- Participate in continuing medical education and maintain current knowledge relevant to rural/tribal primary care.
- Perform other duties as assigned related to clinical leadership and medical administration.
SPECIAL CONDITIONS:
- This is a child sensitive position subject by law to fingerprinting and a criminal/character background investigation.
- Pursuant to Resolution #R81029, the Employee is authorized by the Board to provide services to non-Indians living within or near the Alamo Navajo community boundaries on a fee-for-service or third party payment basis, provided that provision of such service does not interfere with the primary responsibility of the Alamo Navajo Health Center to meet its service obligations to Alamo Navajo community members and other eligible Indian beneficiaries.
- The Employee is deemed to be an employee of the Federal government while performing work under the Board’s Indian Self-Determination Agreement for purposes of Federal Tort Claims Act coverage. This status is not changed by the source of the funds used by the Board to pay the Employee’s salary and benefits unless the Employee receives additional compensation for performing covered services from anyone other than the Board. The Employee’s status for Federal Tort Claims Act purposes is also not affected by the Provision of services to non-IHS beneficiaries.
- The Board’s designated tort claim liaison with the Federal government is the Health Services Division Director. Any tort claim (including any proceeding before an administrative agency or court) filed against the Employee or the Board that relates to performance under this Employment contract and the Board’s Indian Self-Determination Agreement, should be reported by the Employee immediately to the Health Services Division Director so that notification can be made to the Secretary of the Department of Health and Human Services pursuant to 25 Code of Federal Regulations 900.188.
