JOB DESCRIPTION – STATE OF ALABAMA

POSITION TITLE

Assistant Superintendent of Human Resources & Federal Programs

REPORTS TO

Superintendent

TERMS OF EMPLOYMENT

Twelve (12) month employment. Salary and benefits shall be paid consistent with the Board-approved compensation schedule and Alabama State Department of Education requirements.

POSITION SUMMARY

The Assistant Superintendent of Human Resources and Federal Programs serves as a senior district leader responsible for the planning, coordination, implementation, supervision, and evaluation of all human resources operations and federal programs for the school system. This position provides leadership and oversight for personnel services, recruitment and retention initiatives, employee relations, compliance with federal and state laws, Title programs, compensatory education programs, professional development, and strategic district improvement initiatives.

The Assistant Superintendent ensures compliance with Alabama State Department of Education regulations, federal guidelines, Board policies, and applicable employment laws while supporting the district’s mission, vision, and goals.

QUALIFICATIONS

1. Master’s degree from an accredited educational institution in Educational Leadership, Human Resources, School Administration, or related field.

2. Valid Alabama Professional Educator Certificate in Administration and Supervision.

3. Minimum of five (5) years successful administrative or supervisory experience.

4. Experience in human resources leadership, personnel administration, federal programs administration, or related educational leadership roles preferred.

5. Such alternatives to the above qualifications as the Board may find appropriate and acceptable.

KNOWLEDGE, SKILLS, AND ABILITIES

1. Knowledge of Alabama school laws, State Board regulations, federal guidelines, and local Board policies.

2. Knowledge of federal education programs including Title I, Title II, Title IX, and other compensatory or grant-funded programs.

3. Knowledge of employment laws and personnel practices including FMLA, ADA, FLSA, EEOC regulations, and educator certification requirements.

4. Ability to analyze and interpret educational, personnel, and financial data.

5. Skills in employee relations, mediation, conflict resolution, and problem solving.

6. Ability to communicate effectively orally and in writing.

7. Ability to maintain confidentiality regarding sensitive personnel and student matters.

8. Ability to establish and maintain effective working relationships with employees, administrators, parents, community members, and outside agencies.

9. Knowledge of recruitment, retention, evaluation, compensation, and professional learning practices.

10. Ability to supervise staff and coordinate district-wide initiatives.

11. Proficiency in the use of technology and software applications related to human resources, budgeting, federal programs, and data analysis.

12. Ability to manage multiple priorities and deadlines effectively.

SUPERVISES

Assigned Human Resources personnel, Federal Programs staff, and other personnel designated by the Superintendent.

JOB GOAL

To provide leadership and coordination for all district human resources functions and federal programs in order to ensure effective personnel management, compliance with federal and state requirements, equitable educational opportunities, and continuous school improvement.

PERFORMANCE RESPONSIBILITIES

HUMAN RESOURCES LEADERSHIP

1. Direct and supervise all district human resources operations and personnel services.

2. Develop and implement recruitment, hiring, retention, and support strategies for certified and classified personnel.

3. Coordinate and oversee employee onboarding, licensure, certification, transfers, assignments, evaluations, and personnel records.

4. Advise administrators and supervisors regarding personnel policies, procedures, investigations, and employment matters.

5. Coordinate employee relations activities and conduct investigations involving personnel complaints, misconduct, discrimination, harassment, or policy violations.

6. Maintain confidential personnel records and investigation files in accordance with federal and state laws.

7. Assist with the administration and revision of salary schedules, compensation plans, and employee benefits.

8. Collaborate with administrators to ensure accurate staffing allotments and position control.

9. Coordinate and facilitate district-wide professional development related to personnel and leadership development.

10. Prepare personnel recommendations and reports for the Superintendent and Board of Education.

11. Ensure compliance with Alabama educator certification and licensure requirements.

12. Provide leadership in the development and revision of job descriptions and personnel procedures.

13. Support school administrators in resolving personnel concerns and maintaining positive employee relations.

14. Remain informed regarding current trends, legal updates, and best practices in human resources administration.

FEDERAL PROGRAMS LEADERSHIP

15. Coordinate and direct all federal education programs including Title I and other compensatory or grant-funded programs.

16. Oversee development, implementation, monitoring, and evaluation of federal programs and initiatives.

17. Ensure district compliance with all federal, state, and local regulations governing federal programs.

18. Prepare and submit required federal applications, reports, budgets, evaluations, and documentation.

19. Monitor the use of federal funds to ensure fiscal accountability and program effectiveness.

20. Work collaboratively with school administrators and staff to support school improvement initiatives and student achievement goals.

21. Coordinate district needs assessments and improvement planning processes related to federal programs.

22. Facilitate communication and collaboration among schools, parents, community agencies, and stakeholders regarding federal programs.

23. Provide technical assistance and training to administrators and staff regarding federal program requirements.

24. Monitor program implementation and conduct evaluations to ensure compliance and continuous improvement.

25. Maintain current knowledge of federal legislation, regulations, and grant opportunities.

DISTRICT LEADERSHIP RESPONSIBILITIES

26. Serve as a member of the Superintendent’s leadership team and assist in implementing district goals and strategic initiatives.

27. Collaborate with district leaders to promote a positive organizational culture and effective operations.

28. Respond to inquiries, concerns, and complaints in a timely and professional manner.

29. Represent the district in meetings, conferences, workshops, committees, and community events.

30. Develop annual departmental goals and objectives aligned with district priorities.

31. Supervise assigned personnel, conduct evaluations, and make recommendations regarding employment actions.

32. Promote professional growth and high performance standards among staff.

33. Utilize effective problem-solving and decision-making strategies.

34. Maintain confidentiality and professionalism in all matters.

35. Keep the Superintendent informed regarding significant issues, trends, and potential concerns.

36. Attend training sessions, conferences, and professional learning activities as required.

37. Perform other duties consistent with the position as assigned by the Superintendent.

PHYSICAL REQUIREMENTS

Light work requiring exertion of up to twenty (20) pounds of force occasionally and/or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Work is primarily performed in an office or school environment.

EVALUATION

Performance of this position will be evaluated in accordance with Board policy and administrative procedures governing evaluation of certified personnel.
