ASSISTANT SUPERINTENDENT OF BUSINESS AND OPERATIONS - 238 CONTRACT DAYS ANT SUPERINTENDENT OF BUSINESS AND OPERATIONS

QUALIFICATIONS:

(1) Master’s degree from an accredited educational institution.

(2) Valid Alabama certification in Educational Leadership or Administration and Supervision.

(3) Minimum of five (5) years of administrative/supervisory experience.

(4) Must meet background clearance requirements as specified by Alabama statutes and State Board of Education regulations.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of school maintenance, building construction, and transportation. Knowledge of local, state and national policies which impact education. Ability to supervise implementation of a sound budgeting process for areas of responsibility. Ability to communicate effectively to a variety of audiences in both written and oral forms. Ability to facilitate meetings and lead groups to consensus. Knowledge of conflict resolution strategies. Knowledge of effective schools concepts and principles. Knowledge of state-of-the-art research and best practices in areas of responsibility. Ability to understand the Course Code Directory and Alabama statutes related to areas of responsibility. Ability to balance several job functions at one time and work under a heavy work load. Ability to work cooperatively with other departments and agencies. Good interpersonal and communication skills. Ability to analyze statistical data for trends and standard performance in various programs and to develop strategies

REPORTS TO:

Superintendent

JOB GOAL

T o assist the Superintendent by providing leadership in business and financial operations and services to facilitate the best possible educational programs throughout the school system.

SUPERVISES: Assigned Personnel

PERFORMANCE RESPONSIBILITIES:

* (1) Serve in the absence of the Superintendent as the Chief Administrative officer of the school system.

* (2) Work cooperatively with system personnel responsible for the operations of the school district to support the academic programs.

* (3) Administer the operation of the total school plant and the student transportation, health and attendance, and school lunch programs.

* (4) Coordinate and oversee all capital construction projects and serve as the system representative on all capital construction projects.

* (5) Prepare the annual capital outlay plan and assist the Superintendent in formulating the ten-year capital outlay plan.

* (6) Coordinate the safety program for the system.

* (7) Coordinate programs associated with student discipline and the appeals process for student discipline cases.

* (8) Serve as system Hearing/Appeals Officer for discipline, residency, federal lunch program, Title IX, and Section 504.

* (9) Provide leadership in the development of school attendance zones and the assignment of students to schools within those zones.

* (10) Direct the implementation of The ACS Parent and Student Handbook.

* (11) Coordinate the employee drug and alcohol testing program.

* (12) Coordinate the system’s fund raising policy.

* (13) Serve as asbestos coordinator for the system.

* (14) Coordinate the recycling program.

* (15) Conduct screening interviews as directed by the Personnel Office.

* (16) Attend Board Meetings and submit reports/documents as required by the Superintendent and the Board.

* (17) Provide information and advice to the Superintendent regarding the effective and efficient operation of schools.

* (18) Keep well informed about current trends in education.

* (19) Work with appropriate personnel in the planning, modification and construction of school facilities.

* (20) Assist in the development of administrative guidelines that relate to discipline.

* (21) Assist in the development of policies.

* (22) Supervise assigned personnel, conduct annual performance appraisals and make recommendations for appropriate employment action.

* (23) Prepare all required reports and maintain all appropriate records.

* (24) Serve on the Superintendent’s Administrative Council Team.

* (25) Assist the Superintendent in the preparation of the Board agenda.

* (26) Represent the system in various community and Board committees and activities.

* (27) Assist the Superintendent in establishing and maintaining effective communication with schools and the community.

* (28) Perform other incidental tasks consistent with the goals and objectives of this position.

* (29) Perform other such duties as assigned by the Superintendent

PHYSICAL REQUIREMENTS:

Light Work: Exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force as frequently as needed to move objects.

TERMS OF EMPLOYMENT:

Salary and benefits shall be paid consistent with the system’s approved compensation plan.

Length of the work year and hours of employment shall be those established by the system.

EVALUATION:

Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of personnel.
