TEXAS BOARD OF NURSINGPosition Description February 2026I. TITLE: License and Permit Specialist I and#8211; Licensing (0171) (B14)II. DEFINITION: Performs routine to moderately complex (journey-level) licensing and permitting work, receiving, and reviewing license and permit applications; ensuring compliance with applicable policies, administrative codes, and statutes; communicating with external and internal customers; and approving licenses and permits. Provides moderately complex technical and administrative assistance to the Department Supervisor.III. QUALIFICATIONS: A. Personaland#8226; High degree of personal and professional integrityand#8226; Self-reliant and uses independent judgement.and#8226; Motivated to accomplish assigned tasks efficiently and effectively.and#8226; Highly organized and able to prioritize.and#8226; Communicates respectfully and effectively with co-workers and the public.and#8226; Honest punctualand#8226; Maintains a positive customer service attitude and objectivity.and#8226; Flexible and able to adjust to change. B. Minimum Qualifications:and#8226; Graduation from a standard senior high school or equivalent.and#8226; A minimum of two (2) yearsand#8217; experience with personal computer operations and processing software (MS Word, Excel, Teams, and Outlook).and#8226; Two (2) years of experience in customer service, administrative, or technical support work in a regulatory or office setting. Experience and education may be substituted for one another.and#8226; Two (2) years experience in composing business documents with effective use of grammar, and audience appropriate content.and#8226; Ability to maintain the security and integrity of critical infrastructure including communications infrastructure and cybersecurity infrastructure.Preferred Qualifications:and#8226; Graduation from an accredited four-year college or university with major coursework in a related field is preferred.and#8226; Experience in professional licensing or credentialing is a plus.and#8226; Demonstrated interest in public service or regulatory compliance is preferred.and#8226; Three (3) years of experience working in a business administration office or professional setting. Knowledge, Skills and Abilitiesand#8226; Ability to communicate effectively both orally and in writing.and#8226; Ability to organize, file, record, and retrieve information and data.and#8226; Ability to engage in a collaborative, results-oriented team environment.and#8226; Ability to prioritize workload and shifting priorities to ensure deadlines are met.and#8226; Knowledge of appropriate office techniques, equipment, and procedures.and#8226; A desire to self-reflect, give/receive feedback and continuously improve.and#8226; Ability to establish and maintain effective working relationships with supervisor and other agency personnel.and#8226; Ability to apply policies and procedures.IV. WORK SUPERVISED BY: Licensing SupervisorV. FUNCTIONS:A. Licensingand#8226; Processes standard nurse licensure applications for renewal, endorsement, and/or examination with guidance as needed.and#8226; May process continuing education audits.and#8226; May conduct standard level review of credential evaluation service (CES) reports.and#8226; May process Texas Affidavit of Graduations (AOG).and#8226; Provides general support to team members and assists during vacancies or peak periods or as other needs arise.and#8226; Serves as a resource to agency staff regarding licensing issues.and#8226; May serve as licensing troubleshooter.and#8226; Maintains and supports open communication to promote teamwork in accomplishing department functions.B. Departmental a d Operational Supportand#8226; Maintains filing, record-keeping, and records management systems.and#8226; Responds to inquiries and interprets rules, regulations, policies, and procedures.and#8226; Ensures workflow is maintained to meet performance measures.and#8226; Compiles and enters data for databases, summaries, or reports.and#8226; Assures work requirements are completed within time limits established; anticipates delays in completion date and makes alternative plan and/or notifies supervisor.and#8226; Responds to a high volume of regulatory requirement messages and emails.and#8226; Maintains detailed updates to online databases.and#8226; Completes specific tasks and special assignments as needed.and#8226; Maintains high attention to detail while working on multiple applications, files, and inquiries.and#8226; Performs detailed and repetitive assignments in updating files.and#8226; Understands and clearly interprets policies and procedures regarding the licensing requirements and processes to other staff and the public.and#8226; Receptively participates in training from experienced staff; may assist in onboarding new team members.and#8226; Performs related work as assigned. Provides administrative services as needed.and#8226; Provides clear and understandable written and email correspondence in a timely manner to requests for information regarding agency and department issues.and#8226; Responds respectfully and effectively to department callers and walk-ins to agency in a timely manner.and#8226; Files records, forms, and other department materials in an organized and readily accessible manner.and#8226; Performs other work-related duties assigned.VI.
