NOTE: The successful applicant may be offered either a Program Supervisor II or Program Supervisor III position based on knowledge, experience, and qualifications.I. TITLE: Program Supervisor II and#8211; Licensing (1582) (B19) ($4020.34-$5583.34/month)II. DEFINITION: Performs moderately complex (journey-level) administrative and supervisory program work. Works under general supervision, with limited latitude for the use of initiative and independent judgment. Performs a variety of technical-administrative duties and is responsible for training and supervision of assigned licensing staff. Assists the Director of Licensing Customer Service with establishing a culture of teamwork, collaboration and support within the Agency. Contributes to agency goals and objectives and adheres to agency ethics and personnel policies.I. TITLE: Program Supervisor III and#8211; Licensing (1583) (B20) ($4263.16-$6458.34/month) II. DEFINITION: Performs complex (journey-level) administrative and supervisory program work. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Performs a variety of technical-administrative duties and is responsible for training and supervision of assigned licensing staff. Assists the Director of Licensing Customer Service with establishing a culture of teamwork, collaboration and support within the Agency. Contributes to agency goals and objectives and adheres to agency ethics and personnel policies.III. QUALIFICATIONS:A. Personal 1. High degree of personal integrity 2. Self-reliant and uses independent judgement 3. Motivates to accomplish assigned tasks efficiently and effectively 4. Highly organized and able to prioritize 5. Communicates respectfully and effectively with co-workers and public 6. Neat in appearance 7. Punctual 8. Maintains customer service attitude 9. Flexible and able to adjust to change B. EducationalGraduation from an accredited four-year college or university is generally preferred. Experience and education may be substituted for one another. C. Knowledge, Skills and Abilities 1. Ability to orient, train, and lead staff effectively. 2. Knowledge of departmental organization. 3. Ability to organize and accomplish work efficiently. 4. Ability to identify and evaluate measures of program and staff performance. 5. Ability to organize, track, report and evaluate progress towards department performance measures. 6. Knowledge of appropriate office techniques, equipment, and procedures. 7. Supervisory experience preferred. 8. Ability to establish and maintain effective working relationships with supervisor, and other agency personnel. 9. Ability to maintain the security and integrity of critical infrastructure including communications infrastructure and cybersecurity infrastructure.IV. WORK SUPERVISED BY: Director of Licensing and Customer ServiceV. FUNCTIONS: A. Supervises Licensing Staff1. Plan, assign, and supervise the work of Licensing staff.2. Provides orientation, ongoing training, and recommends other education opportunities to keep staff informed.3. Provides clear and constructive feedback to staff, enlisting their suggestions in solving identified problems.4. Schedules workload and monitors attendance.5. Keeps staff informed of changes in policies or procedures, and other factors whichmay impact the department.6. Serves as backup to staff when vacancies occur, or emergency or other needs arise.7. Ser es as resource for staff, troubleshooting incidents or seeking solutions beyondtheir limits.8. Maintains and supports open communication to promote teamwork in accomplishing department functions. B. Assists Director of Licensing Customer Service 1. Keeps Director informed of daily workload events, changes or needs. 2. Assists with review and revision of departments policies and procedures. 3. Makes recommendations regarding need for change in department organization of workload activities. 4. Recommends and assists with changes to licensing rules. 5. Identifies needs and suggests methods to gather statistics or data regarding workload or other department issues. C. Supports smooth functioning and operations of department1. Oversees and monitors orders for department supplies and equipment; avoids waste and unnecessary costs.2. Maintains records according to Records Retention Schedule.3. Assists other members in Licensing Customer Service Team to accomplish departmentand#8217;s functions and activities, e.g. Department meetings, phone relief, etc.4. Assures work requirements are completed within time limits established; anticipates delays in completion date and makes alternative plan and/or notifies supervisor.5. Represents department on agency committees as assigned.6. Contributes to Board reports as assigned, e.g. CE, reviewing information and trends with Department Director.7. Understands and clearly interprets policies and procedures regarding the licensing requirements and processes to other staff and public. D. Provides administrative services.1. Provides clear and understandable written and email correspondence in a timely manner to requests for information regarding agency and department issues.2. Performs complex updates of written materials, including forms, tables, records.3. Responds respectfully and effectively to department callers and walk-ins to agency in a timely manner.4. Files records, forms, and other department materials in organized and readily accessible manner. E. Other 1. Performs other work-related duties assigned.VI.
