The Quality Assurance Manager manages the Quality Assurance project activities and associated functions. Responsible for the development, implementation, coordination, continual improvement, and management of the Quality Assurance (QA) Program and Quality Management System (QMS) IAW ISO 9001, corporate standards, and all applicable U.S. Army supply, maintenance, and transportation requirements. Provides engaged and effective leadership of a team of on-site QA Auditors. Ensures acceptable quality assurance practices are implemented and maintained for delivery of quality work and services throughout the project. Understands and applies ISO concepts, principles, and requirements. Responsible for understanding and ensuring compliance with the Government QASP and Performance Work Statement (PWS). Have oversight and communicate with each internal and external stakeholder. Oversees quality processes, conducts audits, leads corrective and preventive actions, and collaborates with Army representatives, project leadership, contractor personnel, peer QAMs, and the corporate Director of Quality to ensure mission success and contractual compliance. Responsibilities * Responsible for developing, establishing, implementing, and continually improving a compliant Quality Management System (QMS) IAW ISO 9001 within all departments on the project. This includes evaluating and continually monitoring, auditing, and analyzing to validate effective implementation and operation of the QMS. * Evaluates the overall performance of all departments based on ISO requirements, statutory and regulatory requirements, PWS (contractual) requirements, and QMS requirements. Develops/refines standard operating procedures (SOP), work instructions, quality training events, and other documents to enhance functions and to increase compliance of ISO. * Develops and implements an internal audit program and evaluates audit findings and results. Coordinates with department managers and supervisors for completion of Corrective and Preventive Action Reports (CARs and PARs) IAW applicable procedures. Monitors and assists with resolving corrective and preventive actions as necessary. * Performs independent analysis, determines scope and course of action required, and develops plans to resolve problems. Conduct analysis and review of problems to determine root causes. Also identifies areas for improvement and initiates Opportunities for Improvement (OFIs) IAW applicable procedures. * Conducts process and product measurements and analysis IAW ISO 9001. This may include developing performance measurements and metrics that include charts, graphs, reports, etc. Collects, evaluates, and analyzes data to determine performance trends. Assesses whether the Quality Policy and Quality Objectives are being met. Provide ISO 9001:2015 awareness and quality training to contractor site personnel. * Manages the quality control program - develop inspection checklists, develop audit schedules, validate work instructions and SOPs against PWS requirements, track and submit all required CDRLs, and has oversight of the program's Quality Assurance/Control. * Subject matter expert on quality management concerns: track deliverables, meet with QAEs and COR, track all non-conformances and corrective action plans. * Develop, implement, and sustain a Quality Control Program (QCP) aligned with applicable standards, and other regulatory guidelines. * Ensure all Akima operations at Ft. Sill (i.e., supply, maintenance, and transportation) are compliant with U.S. Army regulations, technical manuals, and contractual requirements. Ensure site leadership and corporate Director's guidance are accomplished, and objectives are met to a high standard. * Maintain certification readiness and coordinate with external auditors during surveillance and recertification audits. Ensure documentation complies with both internal requirements and U.S. Army contract requirements. Maintain accurate records of inspections, audits, corrective actions, and compliance reports. * Acts as liaison with the Government Contracting Officer's Representative (COR) and Quality Assurance Evaluators (QAEs) to resolve problems identified through Government evaluations. Evaluates, investigates, assists with corrective actions, and tracks Government evaluations and findings. Monitors and ensures timely resolution of problems. * Schedules and coordinates management reviews and other meetings to review and assess overall project performance. Coordinates collection of data and data analysis to determine trends and potential areas for continual improvement of performance. * Evaluates customer comments and assists with the resolution of customer complaints. Assesses and analyzes overall customer satisfaction. * Track acceptable quality levels (AQLs) and key performance indicators (KPIs) for quality across supply, maintenance, and transportation functions. Report performance data to Project Manager, Government QAE, and Government COR (Contracting Officer's Representative.) * Serve as primary point of contact for quality-related matters with site leadership, peer department managers, and U.S. Army representatives (both operational and quality assurance representatives). * Support contract reviews, inspections, and acceptance testing in coordination with the Army. Support internal tasks; reviews, proposals, estimating, coordination, and offering expert QC advice to operational peers. * Ensure customer satisfaction by (1) addressing quality issues promptly and effectively, (2) engagement with customers and peers, and (3) being reliably responsive. * Other Duties as assigned.

- Reports to the Project Manager for operational matters, and functions independently with direct access to the company Director of Quality. Qualifications * Bachelor's degree in a relevant field.
- A minimum of five years of general experience in professional management, investigative skills, technical skills, financial skills, or other responsible work in providing quality control of services in support of specified logistics missions. * Five years specialized experience in progressively responsible positions in DOD encompassing the following: understanding of program planning, data collection and analysis, and quality control techniques. * A broad knowledge of the organization and functions of a variety of logistics functions such as maintenance, supply, and transportation. Desired Qualifications: * Bachelor's degree in Business Administration, Quality Management, Logistics, or a related field is desirable.
- Civilian, Military, or Industrial Engineer training in Quality Assurance/Quality Control IAW MIL-Q-9858, MIL-STD-105E, or ISO 9001 standards are desirable. Six Sigma training and practical experience desired.
- Experience in ISO 9001 is highly desirable.
- Experience working with U.S. Army contracts or military logistics support highly preferred.
- Familiarity with U.S. Army supply, maintenance, and transportation standards (e.g., AR 710-2, AR 750-1, AR 735-5, Defense Transportation Regulation [DTR], and applicable technical manuals).
- ISO 9001 or ISO 9001:2015 Lead Auditor (preferred).
- ASQ certifications (CQA, CMQ/OE, or CQI) are a plus.
- Certifications or continued education in Operational Excellence are a plus.
- Specialized areas of performance: Ability to gain cooperation and coordinate the work of others, skill in written and oral presentations, capability to adjust work operations to meet emergency or changing program or production requirements within available resources and with minimum sacrifice to quality and quantity of work, ability to establish program objectives or performance goals and assess progress, ability to analyze organizational and operational problems and develop timely and economical solutions.
