The Environmental, Safety, and Health (ESH) Branch Manager provides overall leadership, management, and oversight of environmental compliance, pollution prevention, hazardous material and hazardous waste management, natural resources, ground safety, industrial hygiene, and environmental restoration activities in support of Arnold Air Force Base. This position is responsible for ensuring compliance with all contractual requirements, the Performance Work Statement (PWS), applicable federal, state, and Air Force regulations, and company policies while providing effective leadership and supervision of branch personnel. The ESH Branch Manager also serves as the lead Environmental Professional responsible for conducting and overseeing Environmental Baseline Surveys (EBS) and other environmental assessments required under the contract. Responsibilities * Provide leadership, supervision, and direction to personnel supporting environmental compliance, pollution prevention, hazardous material and hazardous waste management, natural resources, ground safety, industrial hygiene, and related environmental programs. * Assign work, establish priorities, and monitor daily operations to ensure timely completion of contractual requirements. * Interpret contract requirements and the Performance Work Statement (PWS) and develop procedures, schedules, and training plans to ensure compliance with contract performance standards. * Conduct and oversee Environmental Baseline Surveys/Environmental Inspection process (EBS/EIP) and other environmental assessments in accordance with 40 CFR Part 312, applicable Air Force guidance, and contractual requirements. * Ensure all environmental assessments, reports, and regulatory documentation are completed accurately, on schedule, and in compliance with federal, state, Air Force, and contractual requirements. * Oversee the branch self-inspection program to assess compliance, identify deficiencies, implement corrective actions, and report results to the Government Contracting Officer's Representative (COR). * Participate in Government inspections, audits, and no-notice evaluations and ensure timely resolution of identified deficiencies. * Serve as the primary point of contact with Government customers, company leadership, and regulatory agencies regarding branch operations and contract performance. * Investigate and resolve customer concerns while ensuring contract performance standards are maintained. * Supervise personnel activities including recruiting, hiring, onboarding, training, mentoring, performance evaluations, and employee development. * Counsel employees and initiate disciplinary actions, when necessary, in accordance with company policies, procedures, and applicable labor agreements. * Develop employee work schedules, review and approve timecards, monitor leave usage, and ensure compliance with company timekeeping policies. * Requisition supplies, materials, and equipment; maintain inventories; monitor expenditures; and ensure purchases remain within the approved budget. * Coordinate the maintenance, accountability, and operational readiness of assigned vehicles and equipment. * Prepare reports, memoranda, presentations, correspondence, and other documentation required by company leadership and Government customers. * Promote a culture of environmental stewardship, workplace safety, regulatory compliance, continuous improvement, and exceptional customer service. Qualifications * Must be a U.S. Citizen. * Must be able to obtain and maintain a Secret Security Clearance. * Must be a current Professional Engineer or Professional Geologist license or have registration from a state, tribe, or U.S. territory (or the Commonwealth of Puerto Rico) and have the equivalent of three (3) years of full-time relevant experience; or (ii) Be licensed or certified by the federal government, a state, tribe, or U.S. territory (or the Commonwealth of Puerto Rico) to perform environmental inquiries as defined in

  • 312.21 and have the equivalent of three (3) years of full-time relevant experience; or (iii) Have a Baccalaureate or higher degree from an accredited institution of higher education in a discipline of engineering or science and the equivalent of five (5) years of full-time relevant experience; or (iv) Have the equivalent of ten (10) years of full-time relevant experience.
  • Demonstrated ability to interpret and implement Performance Work Statement (PWS) requirements and contractual deliverables. * Exceptional organizational, leadership, communication, and problem-solving skills. * Demonstrated ability to manage multiple priorities while ensuring contract deliverables are completed accurately and within required timeframes. * Proficient with Microsoft Office Suite (Word, Excel, Outlook, and PowerPoint). Desired Qualifications: * Previous supervisory or management experience leading an Environmental, Safety, and Health (ESH/SHE) organization. * OSHA 10-Hour and OSHA 30-Hour certifications. * Bachelor's degree in Environmental Science, Environmental Engineering, Occupational Safety, Industrial Hygiene, Occupational Health, or a closely related field. * Master's degree in a related discipline is preferred. * Experience supporting U.S. Air Force or Department of Defense environmental programs. * Working knowledge of EPA regulations, Air Force environmental compliance programs, CERCLA, RCRA, NEPA, Clean Air Act, Clean Water Act, and other applicable environmental regulations.

  • Strong leadership and personnel management skills. * Excellent verbal and written communication abilities. * Ability to interpret and apply federal environmental regulations and contractual requirements. * Ability to lead multidisciplinary teams while maintaining compliance with environmental, safety, and occupational health requirements. * Strong organizational, planning, and decision-making skills. * Experience preparing technical reports, regulatory documentation, and Government deliverables. * Ability to establish and maintain effective working relationships with Government personnel and employees. * Ability to effectively prioritize work, manage competing deadlines, and adapt to changing mission requirements.
